Responsibilities

The Judicial Affairs Officer will be in charge of the following tasks under the general supervision of the Chief of Service, Rule of Law and the direct supervision of the Senior Judicial Affairs Officer, LROT:

  • Assists in the day-to-day coordination of key activities with other mission components (such as corrections, human rights, political affairs, gender, child protection, etc.) and UN entities. Contributes to the development of the rule of law and legal reform strategic plan and policymaking framework in the context of the mission’s mandate.
  • Executes the work unit’s legal and judicial programs and provides guidance on the legal system’s institutional reform, prosecution and law enforcement strategies, and the provision of legal aid or representation.
  • Assumes the initiative in carrying out program activities in focus areas (such as gender justice, juvenile justice, oversight, etc.), which may include counseling national counterparts, leading and organizing workshops and consultations, assisting with the organization of national criminal justice systems, training national actors, and/or monitoring of the court and legal system, including field offices, as necessary.
  • Provides guidance on and creates complicated legal research, analysis, and outputs, including legal reviews of national laws and international agreements, work unit reports, comparative legal analyses, evaluations, and briefings.
  • Contributes to the assessment of legislation and creates commentary and other pertinent materials.
  • Represents the mission and participates in various standing committees and boards as necessary.
  • Encourages and participates in planning, reform, and donor coordination at the national level, including promoting the implementation of the rekindled peace
  • agreement and the creation of long-term national strategic plans for the institutions responsible for the justice system.
  • As needed, leads and manages teams; supervises the development and training of staff.
  • Ensuring efficient knowledge management and information exchange, as well as creating a culture of respect for the involvement of local actors in all judicial and legal system efforts.
  • Takes the initiative to find, form, and keep partnerships with other actors (both national and international) in the given areas of responsibility.
  • pursuing the goals of the work plan, and ensuring that ideas are included and effectively integrated into the planning and execution of judicial affairs activities.
  • Completes administrative and programmatic activities required for the operation of the work unit, such as helping to prepare budgets, reporting on performance and outcomes, monitoring and evaluating staff performance, conducting job interviews, and assessing applicants.
  • Handles other related tasks as needed.

Education

  • It is necessary to have a law-related higher university degree (Master’s degree or its equivalent).
  • An entry-level university degree in law or a closely related discipline, along with the bar qualification or an equivalent, and two more years of pertinent legal experience, may be accepted in place of a graduate degree.

Experience at Work

  • It takes at least seven years of steadily increasing professional responsibility in the rule of law or security sector reform, including carrying out national policies and objectives in these areas.
  • This must include at least one year of experience providing technical assistance for the development or reform of legal and judicial sector institutions in a transitional, developmental, or post-conflict setting, outside the applicant’s country of nationality. Experience as a practicing attorney, prosecutor, judge, legal consultant, or adviser in the field of justice with a focus on international criminal law is also required.
  • Experience in management is preferred.
  • It would be ideal to have prior UN field experience, particularly in a peacekeeping assignment or special political mission.

Languages

The working languages of the United Nations Secretariat are English and French. The advertised position(s) requires fluency in the English language. It is advantageous to be familiar with another official UN language.
