Responsibilities
- SYSTEMS PLANNING:
- Examines, analyzes, and takes part in the creation of the program’s plan and any necessary adjustments based on conversations with funders and partners, as well as projects that are planned for the future as well as those that are already in progress, while taking into account pertinent resolutions and decisions made by the CITES Conference of the Parties.
- Offers significant assistance to the governance bodies of the MIKE program as well as pertinent expert bodies in their examination of both short- and long-term financial planning.
- Ensures that the program’s plan and associated budgets appropriately translate statutory obligations and donor needs.
2. PREPARE YOUR BUDGET:
- Creates cost estimates and budget proposals for both staff and non-staff needs, then assesses, analyzes, and puts the finishing touches on them.
- Examines, analyzes, and advises the CITES Secretariat on the programme budget’s/financial consequences in light of new mandates.
- Assists managers in developing the resource needs for budget submissions by offering guidance and support.
- Assists in obtaining approval from the CITES Parties by offering guidance and support to pertinent expert bodies and governance structures connected to the Convention and the MIKE Programme during the assessment of their budget.
3. Budget management:
- Plans allocations and, if necessary, redistributes funds to ensure proper spending.
- Keeps an eye on how the budget is being used and suggests funding reallocation when necessary.
- Keeps an eye on spending to make sure it stays within limits that have been set.
- Checks the availability of funds and that the correct items of expenditure have been charged on requests for goods and services.
- Manages and keeps track of extra-budgetary funds, reviewing contracts and cost estimates as well as assuring adherence to existing policies and procedures.
- Creates proposals for budget performance.
- Creates and evaluates budget performance reports, offering guidance on their completion while examining discrepancies between approved budgets and actual spending.
- Offers significant assistance to expert bodies, the Convention’s and the MIKE program’s governance structures.
4. GENERAL:
- Maintains current knowledge of all reports, papers, and guidelines that have an impact on programme budget-related issues, ensuring adherence to both intergovernmental recommendations and decisions as well as UN regulations and procedures.
- Approves financial transactions in line with the UN’s Financial Regulations and Rules; analyzes and reconciles accounts; and suggests/implements solutions with regard to novel and unusual financial transactions.
- Engages in procurement and logistics (including consulting), meeting and conference organization and coordination, including the gathering, vetting, and delivery of documents and other materials.
- Takes initiatives related to implementing partners, such as ensuring contractual obligations in relation to financial reporting, record keeping, audit, procurement, and asset management, conducting reviews and spot checks on reported costs, and making sure funds are provided as necessary.
- Is in charge of the program’s administrative services and oversees the necessary personnel.
- As needed, assists the CITES Secretariat’s Finance Management Officer.
- Compiles and analyzes data to find trends or patterns, and then uses data visualization techniques to communicate insights through graphs, charts, tables, and reports to support data-driven planning, decision-making, presenting, and reporting.
- As needed, does special projects and/or other relevant tasks.

Education
- It is necessary to have a master’s degree or its equivalent in business administration, finance, or a similar discipline from an advanced university.
- The advanced university degree may be substituted with a first-level university degree and two (2) more years of acceptable work experience.
- It would be ideal to successfully complete both degree-granting and non-degree data analytics, business analytics, or data science programs.
Job-Specific Requirements
- It is ideal to have accounting-related training.
Experience at Work
- A minimum of five (5) years of steadily increasing responsibility in the areas of finance, budget, business management, or a related field are necessary.
- It is necessary to have knowledge of administrative and financial standards like IPSAS or ones equivalent to it.
- It is necessary to have two (2) years of experience working internationally.
- It would be ideal to have experience with the ERP systems’ Business Intelligence and Funds Management modules.
- It would be ideal to have experience supporting financial management of projects supported primarily by donors and those carried out in accordance with global environmental accords.
- Experience in data analytics or a related field of two (2) years or more is preferred.
Languages
The working languages of the United Nations Secretariat are English and French. The listed position requires fluency in English. French language proficiency is preferred. It would be ideal to have knowledge of another UN official language.
NOTE: “Knowledge of” equals a rating of “confident” in two of the four areas, while “Fluency” equals a grade of “fluent” in all four areas (speak, read, write, and understand).
