Goal of the Position:

The coordination of the country office’s construction activities will be the responsibility of the Construction Specialist, who will report to the Operations Manager. Planning, assistance with procurement, and oversight of on-site construction activities are all included in the management of construction projects. In addition to providing technical and advising support on construction project management, the incumbent works closely with UNICEF Programme/ Operations to define construction interventions that will satisfy programmatic needs and produce results for children.

The primary function, accountabilities, and associated duties and tasks

  • Contribute to the creation of the yearly work plan for the construction operations; establish performance benchmarks, priorities, and targets; and track work progress to ensure that outcomes meet deadlines and expectations.
  • Prepare and gather the data on active projects, regular activities, and other upcoming projects needed for the annual work plan.
  • Coordination of the human and financial resources of the construction unit; assurance of suitable staffing deployment and prompt hiring in accordance with project requirements.
  • Conduct weekly unit meetings, coach the unit employees, and make sure that roles and duties are understood. Make sure knowledge exchange and learning are given top priority in order to continually increase the capability of individuals and the team. This can be done in partnership with the Supply Division’s Construction Unit and the DFAM Field Support Unit.

  • Participate in technical cooperation meetings; create PPT presentations on projects’ progress; take follow-up actions related to project implementation and monitoring.
  • Inform the Programme/Operations sections about the status of projects; take the necessary steps to address technical challenges; and create the pertinent sections of project reports that management will need to see.

  • Prepare the scope of construction work based on the needs of the program or operation, the available funds, and the constraints of the site; specify deliverables and the method of payment.
  • Apply UNICEF norms and standards (child-friendly, accessible, MOSS, MORSS, etc.) to construction projects while taking the surrounding environment and material availability into consideration. In collaboration with the DFAM Field Support Unit, determine whether compliance with green building standards is necessary.
  • Verify the clarity, completeness, and compliance of technical construction documentation (design drawings, technical specifications, and bills of quantities) with programmatic and construction needs, eco-efficiency standards, and accessibility guidelines.
  • Prior to beginning work, follow up with the designing companies and governmental organizations to ensure that all necessary permits for building activities have been obtained.

  • Assist the Supply division technically with the creation of LPA requests and CRC submissions with relevant supporting documentation for construction activities.
  • Conduct surveys to find possible engineering and construction businesses operating in your area. Create the terms of reference needed to create local long-term agreements for engineering services (design and site management).
  • Prepare bid documents for engineering and construction work; attend the bidders’ conference and present the technical aspects of the bid; prepare responses to technical queries put forth by the bidders throughout the tendering process.
  • Help the Supply department organize the conference for bidders and the site visits; evaluate the technical proposals that were submitted and write an evaluation report; and help the Supply section with the analysis of the financial proposals.

  • Organize the construction project’s kickoff meeting with the construction company, the engineering firm, and the appropriate government colleagues.
  • Provide close monitoring of construction activities through frequent site visits and technical meetings, as well as joint monitoring with appropriate partners’ technical services. You should also track the progress of each activity in accordance with milestones and review site supervision reports to ensure that the work is completed in a timely manner and in accordance with prevailing standards for quality and safety.
  • Apply a multi-layered approach to construction supervision and quality assurance. Use documented hold and inspection points, where appropriate, to make it simple to assess the work quality, progress, and performance of engineering firms and construction companies throughout the course of the project.
  • Verify payments and variations, gather supporting documentation, keep track of construction costs and certificates of progress, and create and maintain the appropriate tables for each construction activity.
  • Support the CSR Operations Manager in managing contracts, making changes, extending their durations, applying liquidated damages, etc. Ensure that all records and data necessary for contract management are accessible, accurate, and securely stored.
  • After confirming that all errors were fixed during the DLP, take part in the partial, significant, and final receipt of the works; produce and issue the necessary certificates.

Requirements for Hiring

Education:

  • A master’s degree in civil engineering, construction engineering, architecture, architectural studies, or another comparable field is necessary. Alternatively, a bachelor’s degree in the relevant field is required, together with a current professional certification in the relevant field.
  • It is possible to forgo an advanced degree in favor of a first-level university degree (Bachelor’s) in a pertinent technical discipline (as mentioned above), along with an additional two (2) years of pertinent job experience.

Experience:

  • It is necessary to have at least five (5) years of relevant experience in project management, site supervision, quality assurance, or other closely connected technical domains, at the national and/or international levels.
  • Emergency knowledge is advantageous.
