The Penn Kemble Forum on Democracy Fellowship application period for 2023–2024 is currently available. Young US foreign policy experts are brought together by the fellowship to discuss the principles that support free countries.

The Penn Kemble Forum on Democracy encourages cross-party dialogue among Washington, DC’s young foreign policy leaders. They can discuss the relevance of democracy and human rights in the context of a wide range of policy challenges and exchange views across sectors at the Forum. The Forum meets once a month for exclusive dinner discussions moderated by professionals in the fields of foreign policy, politics, and democracy. The Ambassador Zalmay Khalilzad, Dr. Francis Fukuyama, Azar Nafisi (Reading Lolita in Tehran), and numerous other figures have all met with Penn Kemble Fellows.
The program is non-residential and unpaid. The monthly seminars (held after-hours) are mandatory for successful applicants, while there will also be other gatherings and events planned.
Eligibility
- Fellows are required to reside in the Washington, DC area.
- Candidates should have 5 to 10 years of professional experience in foreign policy, national security, or international affairs.
- On September 23, a Saturday morning retreat will be held at the NED headquarters, and fellows must be available for it.
- A minimum of two-thirds of the monthly roundtables that are scheduled must be attended by fellows. Other gatherings (such happy hours and seminars on career development) are optional but recommended.
Application
A travel allowance or visa assistance are NOT provided by this program. Applications must be complete by July 26, 2023.
The application form asks applicants to fill it out and attach the necessary paperwork, which includes:
- Present résumé;
- a 500-word maximum expression of interest outlining how the candidate will contribute to and gain from the Forum;
- a letter outlining the applicant’s intellect and analytical skills, commitment to or experience with working abroad, and personal traits from a current or past employer or academic supervisor.
