The Global Water Operators’ Partnerships Alliance, or GWOPA, is headquartered in Bonn, Germany, and UN-Habitat serves as the Secretariat. The Water Operators’ Partnerships (WOPs) movement is headed by GWOPA on a global scale. These peer-support relationships between suppliers of water and sanitation services function by utilizing the abilities, know-how, and goodwill within a powerful utility to develop the capacity and enhance the performance of another utility that requires help or direction.

The Global Water Operators’ Partnerships Alliance (GWOPA) makes ensuring that WOPs are widely acknowledged, embraced, and sufficiently funded, and that WOP players gain from GWOPA knowledge goods and services. Local public water and sanitation service providers from every continent make up its global membership. You can learn more about the project at https://gwopa.org/.

The GWOPA Secretariat is seeking public regional or national water and sanitation utility associations or comparable non-profit networks to submit an application to become WOP platforms within the Global WOPs Alliance in accordance with the GWOPA’s charter.

In accordance with the GWOPA Charter and its guiding principles, the WOP platforms are national, sub-regional, or regional public utilities’ associations or other types of organizations, networks, or institutions with a not-for-profit status that coordinate and carry out WOPs in their respective areas. Their separate governing bodies’ primary constituents are public operators. WOPs and utility capacity building are the focus of WOP Platform’s primary activities.

The Opportunity


According to its charter, GWOPA is giving utility associations and other relevant organizations the chance to join the Alliance as WOP platforms.

What we’re looking for


  • In order to promote the global expansion of top-notch Water Operators’ Partnerships, we are looking for organizations that are interested in becoming official “WOP Platforms.”
  • According to the GWOPA Charter’s definition, organizations need the following qualities to qualify as WOP Platforms (see GWOPA’s Charter Annex 7: WOP Platforms):
  • Their primary constituencies, members, or partners must be public utilities, and they must be associations of “national, sub-regional, or regional public utilities” or other organizations, networks, or institutions with a non-profit status.
  • The coordination and implementation of WOPs in their particular regions should be their primary responsibility, in strict accordance with the GWOPA Charter and its guiding principles.

The following roles must be fulfilled by an organization in order to become a WOP Platform:

  • Support the WOP practice in their respective regions or nations in conjunction with GWOPA;
  • bolster GWOPA’s initiatives to create a global knowledge base and archive of effective WOPs practices that is driven by local practitioners and made accessible internationally;
  • Organize and/or contribute to pertinent events in any location, in conjunction with GWOPA, and articulate and coordinate advocacy and communications initiatives;
  • sit in the GWOPA Steering Committee as an observer in accordance with the responsibilities of a national, sub-regional, or regional WOP platform;
  • Organizations who meet the requirements will be asked to sign a Memorandum of Understanding with UN-Habitat and present identification to prove their legitimacy.

The expressions of interest (EOI) should contain the following items, but not only:

  • The current WOPs and GWOPA involvement of your organization
  • Why your organization is qualified to support GWOPA at the national, sub-regional, or regional levels and why it is interested in doing so
  • How your company complies with the requirements of the aforementioned WOP platform definition
  • How your company intends to carry out the responsibilities of the WOP Platforms (including, but not limited to, WOP implementation, WOP knowledge activities, and communication and advocacy activities, as mentioned above)
  • a finished institutional GWOPA membership application, if not already one.

Guidelines & Requirements for Submission


Emails containing Expressions of Interest must be sent to unhabitat.ubss.eoi@un.org with the subject “EOI-GWOPA Platforms” and a copy to anne.bousquet@un.org

Your idea might not be taken into consideration if the citation or form are not included.

Please be aware that this EOI notice is not an invitation to bid. At any point throughout the solicitation process for expressions of interest or proposals, UN-Habitat has the right to modify or eliminate this condition.

Only Cooperation Partners who UN-Habitat deems qualified after completing the examination of submissions will receive the final solicitation document, so submitting a response to an EOI does not guarantee that a Cooperation Partner will be considered for receipt of the solicitation when published.
