The Hurford Youth Fellowship Program aims to develop young democracy advocates’ leadership abilities and maximize their potential. Young activists participate in the program and spend three months at the World Movement’s Secretariat, where they strengthen their international networks, exchange experiences with other activists from other democratic groups, and contribute to the growth of the World Movement for democratic. Hurford Youth Fellows participate in planning sessions, carry out research, plan and direct presentations, online discussions, and information-sharing sessions on important democratic topics.

After each fellowship is completed successfully, the fellows operate as a focal point for their region or nation, collaborating with the Hurford Youth Fellowship Alumni Network to stay involved and take the lead in youth-related activities.
Fellows will be asked to lead online forums that encourage participation from young activists all across the world. Hurford Youth Fellows will participate in strategic discussions, carry out research, plan and direct presentations, and facilitate information-sharing sessions on the following particular topics listed in the “What’s Next? “Youth Declaration”
Increasing Young People’s Civic Space, Combating Misinformation, Creating Citizen-Centric Accountability, and Delivering Democracy
Eligibility:
- The Hurford Youth Fellows Program only accepts applicants who are under 30 years old.
- They must exhibit a strong commitment to political activism and the expansion of democracy in their local communities and around the world.
- Applications from young people connected to civil society organizations are especially encouraged.
- Please note that candidates from any nation may apply to the Hurford Youth Fellows Program.
- It is not intended to finance postdoctoral research, nor does it offer university or graduate students scholarships or any other kind of financial aid. The program does not offer academic courses leading to a degree.
- It is not an educational program. Additionally, it doesn’t offer financial assistance to people who want to finish professional training courses, go to conferences, or pursue internships at other businesses.
Language requirement: English
For general communication purposes, participation in the program requires a working knowledge of English. The language of all application documents must be English.
The Hurford Youth Fellowship Alumni Network, NED regional program personnel, and the World Movement Secretariat staff will choose the fellows after an application procedure.
A number of factors will determine who is chosen, such as a candidate’s history of activism or interest in the growth of democracy, their willingness to network, and an explanation of how the fellowship will help their personal efforts to advance democracy.
Residency prerequisites
At the NED office in Washington, D.C., fellows are expected to work full-time on their fellowship assignments. Without the explicit consent of employees from the World Movement Secretariat, fellows are not permitted to hold any further fellowships or work in any other capacity throughout the fellowship time.
Before accepting a Hurford Fellowship, an applicant must alert the World Movement Secretariat staff to any additional fellowships or employment possibilities that fall during the fellowship year. The fellowship may be revoked in the event that this is not done.
Benefits
- Each fellow will receive a monthly stipend for living expenses, as well as fundamental health insurance and roundtrip transportation to and from Washington, D.C.
- Stipends account for Washington, D.C.,’s high cost of living. In addition to a fully furnished office with internet and email access, fellows are also given a small budget for long-distance calls connected to their fellowship.
- Living expenses and dependents: The cost of living (housing, furniture, food, and other necessities of life) in the Washington metropolitan region is extremely high, and fellowship stipends are not intended to fulfill a family’s needs financially. Applicants should be aware of this fact.
- Fellows who choose to travel to Washington, D.C. with family members will be required to pay for the dependents’ domestic round-trip transport and lodging.
- Normally, the program does not pay for the costs of dependents’ health insurance. Please be aware that all dependents entering the country on a J-2 dependent visa will need to be covered by a minimal level of health insurance for the duration of their stay.
- Visa requirements: Prospective fellows who are neither nationals nor lawful permanent residents of the United States must obtain a J-1 exchange visiting visa before traveling to the United States.
- Fellows receive assistance from the International Forum for Democratic Studies with the paperwork required to apply for visas.
