About the Fellowship

The Congressional Innovation Fellowship, run by TechCongress, locations early- and mid-profession technologists inside Congressional workplaces for a fingers-on, yearlong expertise shaping tech-associated laws and advising policymakers.

Fellowship Details

Location: Washington, D.C.
Start Date: January 2026

Early-Career Fellows

  • Eligibility: 2–6 years of expertise OR latest/pending graduate of a technical Master’s or PhD program (by Jan 2026)

  • Duration: January–October 2026

  • Stipend: $73,500 (annual equal)

Senior Fellows (Mid-Career)

What You’ll Do

Fellows are positioned in a Congressional workplace and can:

  • Serve as a coverage advisor to a Member of Congress or Committee

  • Research and write on tech laws

  • Organize hearings or briefings

  • Educate policymakers on important technical points

  • Build bipartisan coalitions and interact exterior stakeholders

  • Write and current about your expertise all through this system

Support & Benefits

  • Health insurance coverage complement (up to $425/month)

  • Relocation allowance (up to $2,000)

  • Short-term housing help (up to $2,000)

  • Official journey stipend (up to $2,000)

  • $500 skilled apparel allowance

  • 3 classes with a profession coach

Who Should Apply?

  • Digital service supply

  • Climate tech

  • Criminal justice

  • Space expertise

You don’t want to be a “typical technologist.” Journalists, attorneys, and professionals with expertise in coverage, engineering, or information science in tech-adjoining sectors are additionally inspired to apply.
