I. Background

The Caribbean Policy Development Centre (CPDC) is a legally registered non-profit group headquartered in Barbados and established in 1991. CPDC operates as a regional umbrella NGO representing:

  • Small farmers
  • Women
  • Youth
  • Indigenous Peoples
  • Rural populations
  • Faith-based organizations

Additionally, CPDC maintains robust partnerships with:

  • Organizations of individuals with disabilities

CPDC presently serves thirty-five (35) regional, sub-regional, and nationwide NGOs actively engaged on the grassroots degree in financial, social, and cultural growth all through the Caribbean.

II. About the Project

With funding from the Open Society Foundation (OSF), CPDC is presently implementing a mission titled:

“Building a Regional and Global Advocacy Campaign for Sovereign Debt and Climate Justice in Caribbean Small Island Developing States (SIDS)”

Project Objectives:

  • Raise consciousness in regards to the causes and penalties of the Caribbean’s sovereign debt disaster

III. Purpose of the Call

In alignment with the Jubilee 2025 marketing campaign, launched by His Holiness Pope Francis in December 2024, CPDC shall be main a Caribbean-focused advocacy marketing campaign titled:

“Caribbean Emancipation 2030”

This initiative seeks to:

  • Complement world efforts advocating for debt aid
  • Establish a five-year marketing campaign focusing on debt justice and sustainable growth
  • Highlight the urgent want for reform within the world monetary system

Historical Context:
The Jubilee 2000 motion secured over US$100 billion in debt cancellation for 35 of the world’s poorest nations—solely two of which had been Caribbean SIDS.

New Objectives (2025–2030):

  • Secure the cancellation of a minimum of US$30 billion in debt owed by Caribbean SIDS
  • Create fiscal house to obtain growth objectives in key sectors similar to:
    • Food and vitamin safety
    • Poverty eradication
    • Technology switch
    • Education and healthcare

IV. Guidelines for Abstract Submissions

Theme:
Debt and Climate Justice Solutions for Caribbean SIDS

    • Identifying new sources of funding capital
  5. Debt Justice-based Approaches
    • Legal accountability and reparations
    • Climate safety for susceptible communities
  6. Linking Regional and Continental Reparations Initiatives
    • Including CARICOM Framework and the Accra Proclamation
    • In line with the African Union 2025 theme:
      “Justice for Africans and People of African Descent Through Reparations”

V. Abstract Format and Submission Requirements

  • Language: English
  • Length: Maximum 350 phrases (together with key phrases)
  • Font: Times New Roman, dimension 12
  • Spacing: 1.5 line spacing
  • Margins: 1-inch
