Bougainville House of Representatives (BHOR) Specialist

UNDP, in partnership with the National Parliament of Papua New Guinea and the Bougainville House of Representatives (BHOR), has commissioned a undertaking aiming at strengthening varied facets of each establishments. Recognizing the vital significance of each establishments to democratic governance, the Parliamentary Strengthening Project – Papua New Guinea and Bougainville, (herein the ‘Project’) works with each legislatures to:

• Support Members of the BHOR and National Parliament legislature to extra successfully use their parliamentary powers to interact in debate and oversight of nationwide growth actions, regarding vital subjects reminiscent of bettering public monetary administration, gender equality, lowering poverty by means of inclusive financial growth, and constructing catastrophe and local weather resilience, specifically by means of the use of Parliamentary Committees.
• Strengthen the capacities of Parliamentary Committees in each legislatures to undertake efficient oversight of key authorities sectors, by means of clear processes geared toward together with the views of communities, notably girls, of their deliberations.
• Strengthen the capacities of key components of the Parliamentary Service to help their Members to discharge their mandates, specifically: (i) committee secretariat employees who help committees to do their work (ii) analysis and library employees who can assist MPs to take efficient motion on key points by protecting them well-informed; (iii) public communications and outreach employees who can work with MPs and inside the Secretariat to extra successfully interact the general public within the work of the BHOR; and (iv) parliamentary ICT infrastructure.

UNDP is now looking for to interact a BHOR Specialist to work with a small crew to ship a spread of actions in assist of these consequence areas. The BHOR Specialist might be primarily based in Bougainville with common journey to different sub-national places in Papua New Guinea. 

The BHOR Specialist might be required to supply the next companies at least:

• Advise and assist the CTA and Project Manager to implement actions with the National Parliament, by specializing in:
• Advise and assist BHOR core features of law-making, oversight, and engagement. 
• Advise and assist on BHOR institutional frameworks, secretariats, and employees.
• Guide on BHOR position within the implementation and monitoring of Agenda 2030 and the Sustainable Development Goals.
• Implement mainstreaming and girls’s political participation and management in BHOR work.
• Advise on Parliamentary openness, transparency, inclusiveness, and citizen engagement.
• Support the implementation of sustainable capability growth approaches, together with mentoring, accompaniment, employees growth exchanges, and South-South exchanges.
• Guide and assist BHOR parliamentary company planning and associated Secretariat growth actions. 
• Facilitate the nationwide, regional, and worldwide switch of know-how and experiences within the space of parliamentary growth. 
• Provide direct coverage recommendation and briefings on parliamentary-related points.
• Guide and assist drafting the event of key data merchandise.
• Harness ICTs and different progressive approaches and instruments to facilitate parliamentary accountability and transparency and public engagement.
• Inform parliamentary stakeholders on chosen subjects in areas lined by the undertaking as required.
• Participate in project-level coordination conferences and/or technical working teams as per undertaking doc and AWP;
• Guide and assist group of Project Board Meetings and assist well timed preparation of background supplies, and minutes as per UNDP SOPs.
