Applications are now open for the 2024/2025 ITLOS – Nippon Foundation Capacity Building and Training Programme.

The Tribunal conducts an annual capacity-building and training program on dispute settlement under the United Nations Convention on the Law of the Sea (‘UNCLOS’) in collaboration with the Nippon Foundation. The nine-month full-time program starts in July each year and is held at the Tribunal’s Hamburg, Germany, headquarters. Every year in February or March, a call for applications is released, subject to the availability of funding.
The program is intended for researchers and junior to mid-level government officials, primarily from poor nations, who are currently working on maritime law, law of the sea, or dispute settlement-related issues. It offers participants a singular chance to hone their legal acumen and expand their understanding of how disputes are resolved in the context of UNCLOS maritime law.
Requirements
- Up to 7 junior to mid-level government officials or researchers mainly from developing countries, between the ages of 25 and 40, currently working on issues related to the law of the sea, maritime law or dispute settlement. Applicants must have a first university degree in law.
At the seat of the International Tribunal for the Law of the Sea in Hamburg, Germany
- Lectures, on, inter alia, the law of the sea, dispute settlement and environmental law, by Judges of the Tribunal, Registry officials, professionals from the UN and international organizations, universities and law firms
- Training on, inter alia, conflict resolution and international procedural law
- Study visits to relevant institutions, including in The Hague, Geneva, Brussels, Rome and within Germany
- Research under the supervision of Registry officials, and presented to the Judges of the Tribunal
- English and French (the programme is held predominately in English)
Benefits for ITLOS – NIPPON FOUNDATION CAPACITY BUILDING
- Participants’ costs, including travel, accommodation, medical insurance and a monthly subsistence allowance, are covered by the Nippon Foundation.
- Participants are responsible for obtaining a visa for Germany for the period of the programme at their own cost, although assistance may be provided in order to facilitate the visa application process. Visas for the study visits are arranged by the programme coordinator and the costs covered by the programme.
