In order to promote technological innovation, satisfy federal research and development (R&D) requirements, and boost commercialization to turn R&D into impact, the SBIR and STTR programs provide funding to a broad portfolio of startups and small businesses across various domains and markets.
All people, including women, people of color, persons with disabilities, and entrepreneurs based in all 50 states and U.S. territories, are encouraged to participate in innovation and entrepreneurship.
SBIR and STTR Initiatives
Federal research/development (R/R&D) with potential for commercialization is encouraged for domestic small firms through the highly competitive Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. SBIR and STTR allow small enterprises the opportunity to explore their technological potential and the financial incentive to profit from its commercialization through a competitive awards-based program. Incorporating eligible small firms into the country’s research and development sector fosters high-tech innovation and instills an entrepreneurial spirit in the US as it addresses its unique R&D requirements.
The collaboration between nonprofit research institutes and small enterprises is essential to the STTR program. Phase I and Phase II of the STTR program mandate that the small firm engage in formal collaboration with a research institution. The main responsibility of STTR is to close the innovation gap that exists between fundamental science performance and commercialization.
Goals
The goal of the SBIR/STTR programs is to invest federal research dollars in vital American priorities in order to foster scientific excellence and technical innovation and to strengthen the American economy.
The purpose of the program is to:
- Encourage new developments in technology.
- fulfill the needs of federal research and development.
- Women and those from poor social or economic backgrounds should be encouraged to participate in innovation and entrepreneurship.
- Boost the commercialization of technologies in the private sector that are the result of federal financing for research and development.
