Applications for a cooperative agreement are being accepted by the United States Agency for International Development (USAID) from eligible organisations in order to carry out the Fortifying OVC services, Empowering adolescents and youth, and Leveraging and Incorporating community feedback in Zambezia (FELIZ) Activity.

The primary elements of the activity are testing, complete case management, linkage to care, prevention services, and support for mechanisms that encourage community and government ownership of the HIV response.
The FELIZ activity’s overarching goal is to assist GRM in its efforts to lower the HIV prevalence in particular Mozambican provinces. The objective is to lower the prevalence of HIV and enhance the health of Mozambican households that are affected by or at risk from the virus.
The following development objective of the USAID/Mozambique Country Development Cooperation Strategy (CDCS) is connected to the proposed activity:
- Designed in accordance with PEPFAR’s 5×3 Strategy, it aims to make Mozambicans healthier and better educated, especially the youth and vulnerable.
- To stay in line with PEPFAR goals, annual work plans will be directed by the Country Operational Plan (COP). Activities will be data-driven and change based on programme achievements and obstacles. This activity will follow best practises from the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and its programmes for orphans and vulnerable children (OVC), HIV testing services (HTS), and determined, resilient, empowered, AIDS-free, mentored, and safe (DREAMS). It will also address harmful gender norms, reach the most vulnerable adolescent girls and young women (AGYW) and OVC, reduce HIV incidence, identify HIV-positive individuals and follow up on their treatment, and increase community and government ownership of management and monitoring systems.
Financial Details
- In accordance with this funding opportunity announcement, USAID plans to grant a cooperative agreement. USAID plans to provide forty-nine million US dollars ($49,000,000.00) in total USAID funding over a five-year period, subject to budget availability and at the Agency’s discretion.
- Goal Groups
- Children and adolescents living with HIV (C/ALHIV), youth at risk of acquiring HIV, carers of C/ALHIV and carers who are HIV-positive, high-HIV prevalence local communities, and unidentified people living with HIV (PLHIV) who need to be connected to care and treatment services are some of the specific target groups.
Qualification Standards
- Only local organisations in Mozambique are eligible to apply for this RFA (Local Entities).
- For the purposes of this section, a local entity is any person, corporation, nonprofit organisation, or other group of people that satisfies the following criteria: it is legally formed under the laws of the country in which it is headquartered; the majority of its owners are citizens or lawful permanent residents of the country; and it is overseen by a governing body composed primarily of citizens or lawful permanent residents of the nation receiving financial assistance.
- Applications from organisations that have not previously gotten funding from USAID are encouraged.
