INTERNATIONAL SETTING

These positions, which handle both risk and compliance, are found in Regional Bureaux (RBs) or Country Offices (COs). As members of a team, the employees of RBs will answer to the Regional Risk and Compliance Advisor or the Regional Risk focal point. In COs with lower risk profiles, job holders may work independently and submit reports to the Chief of the Enterprise Risk Management Unit, the Country Director, or the Deputy Country Director, with functional oversight from the Regional Risk and Compliance Advisor, if one is present.

JOB GOALS

Offer guidance and specialized assistance in the development of efficient risk assessment and risk management initiatives; implement controls and ensure adherence to policies and procedures; and support the mainstreaming of WFP’s risk and compliance framework to enhance overall operational effectiveness and resource optimization.

Important Accountabilities (not exhaustive)

  • By creating and/or tracking important risk appetite measurements and risk indicators, as well as by routinely updating risk registers to reflect developments in the implementation of risk mitigation measures, you may help integrate risk assessment into planning and decision-making processes.
  • Assist managers with risk and compliance analysis and process enhancement, as well as with maintaining an efficient internal control environment to support operational efficiency.
  • Assist in guaranteeing that the utilization of all WFP resources adheres to donor financing agreements, WFP regulations and procedures, and approved CO strategic plans and project plans.
  • Contribute to the development of concepts for improving sufficient internal control systems with defined accountability, such as risk and performance management systems, monitoring and oversight procedures, and the tools, processes, and techniques to support their execution.
  • Help your 1st Line of Defense colleagues build compliance Standard Operating Procedures (SOPs) for managing the risk and compliance process. These SOPs will include training modules, criteria for conducting risk and compliance missions, and more.
  • In order to: identify and evaluate risks; examine the efficacy of internal controls; and assess the possibility of fraud and corruption in operational activities, assist pertinent managers in their regular and ad hoc risk assessments in regional, national, and field offices.
  • Participate in the efficient management of risks in the office and in all facets of WFP’s activities.
  • Assist managers with their evaluations of fraud risk and fact-finding reviews. Assist with AFAC standard training by gathering and analyzing data on fraud incidences, fraud risk metrics, and fraud risk appetite.
  • Participate in the accountability process between functional units, prepare thorough reports outlining the state of internal control compliance, major oversight themes, and identify areas outside of risk appetite by utilizing risk information (e.g., risk indicators, incidents) and offering suggestions for necessary actions in areas of risk and compliance vulnerability.
  • Assist managers in gathering risk data that they can then share with external parties, including partners, donors, and the UN system as a whole.
  • For the purpose of improving understanding of risk management and compliance with WFP policies, rules, regulations, and procedures, assess information/training needs, plan, and conduct training programs or information sessions for colleagues and partners in RB or CO.
  • Encourage the region/national offices’ focus points for risk management.

COMMON MINIMUM REQUIREMENTS

  • Education: First University degree with six years of relevant work experience and/or training/courses in audit, performance and risk management, or other related fields, or Advanced University degree with three years of experience in business/public administration, finance, accounting, international development, audit, or other relevant field.
  • Experience: Generally, five years of relevant, increasingly responsible experience leading, carrying out, and/or participating in risk management activities in a variety of organizations that make use of contemporary enterprise risk management frameworks, techniques, and systems, including evaluating and suggesting efficient internal controls and mitigation measures.
  • Language proficiency in English (level C).

  • has carried out risk analysis and created plans for risk mitigation
