In order to support managers and employees in carrying out their duties in the GSM environment and to guarantee adherence to organizational policies, procedures, rules, and regulations regarding all administrative and financial matters and transactions within the framework of an enterprise resource planning (ERP) system, Country Management Support Units (CSU) have been established within the organizational structure.

SUMMARY OF DUTIES

The incumbent carries out the following tasks under the direction of the operations officer:

  • Plans and arranges the finance unit’s work by assigning responsibilities, setting priorities, assessing employee performance, and making sure that all protocols are strictly followed.
  • helps with the planning, assembling, and creation of the Biennial Work Plan (BWP), which includes distributing regular and extra-budgetary funds among projects; guarantees that all regular and extra-budgetary funded transactions in the domains of accounts, finance, and budget control are carried out in compliance with established guidelines,
  • Project proposals, correspondence, and requests are reviewed and approved budgetarily, ensuring compliance with applicable financial regulations, policies, and procedures. Alternatively, financial documents are referred for action, with appropriate justifications and recommendations for corrective or alternative action given as needed.
  • advises employees in the country office on how to correctly implement financial laws and regulations.
  • offers a range of financial services, such as examining voucher payments, approving checks, providing payment instructions, and assessing situations that call for supervisory judgment.
  • creates, examines, and assesses accounting, work plan, and other financial reports for use by management.
  • Oversees the timely and appropriate recording of financial transactions, as well as the monthly and annual closing of the eImprest accounts and their timely reconciliation.
  • makes sure that accounts are refilled on time and that effective cash balances are maintained.
  • carries out additional tasks that the supervisor assigns.

IMPORTANT QUALIFICATIONS

Instruction

  • Essential: A bachelor’s degree in a comparable discipline, such as public administration, finance, management, or social sciences.
  • A master’s degree in finance, business administration, or a similar discipline is preferred.

expertise

  • A minimum of one (1) year of professional experience is required, with a focus on budgeting and financial monitoring, as well as program management.
  • Possessing a solid understanding of the Global Management System’s end-to-end business processes and WHO program management is desirable. project management experience, preferably with the UN System or in the field of public health; proficiency with the GSM system or other comparable ERP systems;

Ability

  • strong familiarity with the business procedures associated with the WHO Results-Based Management framework.
  • familiarity with Oracle Financials, Oracle projects, and other related ERP software.
  • solid understanding of project management concepts and how they are used inside WHO, as well as the organization’s policies and practices;
  • the capacity to make independent decisions and use good judgment;
  • strong analytical and organizational skills together with strong writing and communication abilities;
  • demonstrated capacity to build and sustain strong interpersonal relationships at work and handle conflicting priorities under time constraints.

  • The compensation package includes 30 days of yearly leave in addition to an annual base pay of UGX 155,336,000 (which is subject to required deductions for health insurance and pension contributions, where applicable).
