IDIA is actively setting up a Community of Practise (CoP) devoted to investigating the programming and investments made by development agencies in emerging technologies. The focus of this study will be on figuring out how the concepts of localization and accountability may be mirrored in EmTech programming, as well as on defining metrics and indicators as a basis for gathering information on current efficacy and guiding future programming enhancements. The CoP seeks to promote information exchange, teamwork, and learning among employees of IDIA member organisations as well as with outside partners, with the ultimate goal of enhancing the efficacy of EmTech projects in developing environments.

IDIA is looking to work with a learning partner who will support the CoP by being instrumental in facilitating, recording, and sharing the CoP’s activities and outcomes. The ideal learning partner would be based in the Global South and capable of providing hands-on implementation support for activities and analysis, in-depth technical expertise on emerging technologies, and Monitoring Evaluation and Learning (MEL). The African context would be preferred. The learning partner would also support CoP activities with deep contextual knowledge from developing countries. Budget
- For this scope of work, the maximum budget allowed is USD $50,000.
Eligibility
- The following credentials and domain knowledge are required of the learning partner:
- Demonstrated expertise in leading knowledge-sharing initiatives like communities of practise.
- Proficiency with development monitoring and evaluation techniques, particularly in relation to developing technology.
- Experience with and understanding of how emerging technologies are applied in development situations.
- Familiarity with the procedures and mechanisms used by international donor groups.
- Familiarity with the African innovation ecosystems and development landscape.
- Proven research and analysis abilities in the fields of international development and emtech.
- Outstanding documentation and communication abilities.

- The following should be included in each proposal:
- Statement of Expression of Interest (in MS Word or PDF format) – A maximum 5-page document outlining the qualifications of the person or organisation for the position, their relevant experience, and any suggestions for improving the work’s scope. The Expression of Interest may also include links to or attachments of work samples that correspond to this TOR.
- CV(s) of the suggested person(s) or team, with a maximum of 2 pages per CV. (in MS Word or PDF format)
- Budget in MS Excel format that details the proposed inputs needed to complete the above-mentioned deliverables. The budget should be supplied in US dollars and include information on the daily rate of compensation for each employee, the number of days of input, and any other direct or indirect costs related to the completion of the task.
