The “Collaborative and Investigative Journalism Initiative” (CIJI) is the source of this call for applications. In order for independent media outlets and individual journalists to engage in high-quality, ethical, responsible collaborative, and investigative journalism, CIJI intends to provide them with resources, cutting-edge networking infrastructure, and standards-based methodologies.

Hubs
- This request is intended to assist three regional hubs in Europe that are active in Bulgaria and/or Romania, giving priority to groups that currently work with the other nation.
- Any member state of the European Union as long as their activity focuses on assisting journalists who are natives of Belarus, Ukraine, Russia, or another one of those countries and who are currently lawfully residing in the EU due to the conflict in that nation or in some other way associated with its imposed media control.
- Any EU member state, with a preference for Central Europe (Austria, the Czech Republic, Hungary, Germany, Poland, Slovakia, Slovenia), as long as their work emphasises cooperation between journalists and media outlets from Western and Eastern Europe.
The function of hubs
- The three regional hubs will be helpful to independent media outlets and journalists in their respective regions who want to connect with peers, gain a deeper understanding of the tools and methods used in investigations, and develop their skills and expertise in pursuing and coordinating such work. The media hubs will serve as CIJI area ambassadors, serving as a source of national and regional expertise for the consortium partners as well as a resource for finding potential grant candidates, mentors, and collaborators in the appropriate regions.
- In close cooperation with the CIJI consortium partners, the media hubs will actively participate in co-creating and carrying out the activities planned under the CIJI initiative. These include, but are not limited to: determining the requirements of journalists in the area; planning and hosting networking events for journalists across Europe; providing mentoring to teams of journalists as part of a planned fellowship; and providing funding for cross-border reporting.

- promoting CIJI consortium programmes that are relevant to their area and sharing information about the investigative journalism tools and opportunities provided by the CIJI consortium.

Benefits
- Established local and regional media organisations will receive funding from CIJI worth up to 50,000 euros each to help them strengthen their ability to serve as regional hubs for the community of international, cooperative, and investigative journalists.
- Ten long-term reporting awards (each worth up to 10,000 EUR) will be given to newsrooms and individual journalists to support their international joint investigations with significant potential for societal effect.
- Fellowship and training possibilities are available through CIJI, which will also provide training in areas including advanced collaborative journalism, digital investigation techniques, and safety.
- Tools and resources: CIJI will act as a central hub for a variety of digital investigation techniques, tools, and materials, including training manuals, guidelines, audio-visual content, and more. It will encourage knowledge and skill sharing among its participants and disseminate case studies and best practises.
- Handbook on Standards and Processes: By standardising and exchanging ethical codes, professional principles, and guidelines, CIJI will create a European framework that enables great journalism. A train-the-trainer curriculum will also be accessible to regional media hubs.
- Network: CIJI will facilitate a regional network for collaboration and peer assistance while also providing a cross-border working environment.
- Members will have the chance to interact with their peers not just locally but also regionally and internationally.
eligibility requirements
- They welcome both individual organisation applications as well as collaborative applications from consortiums and regional alliances.
- To be eligible for this call, you must:
- a public or commercial media outlet, a local or regional non-profit media organisation, a media association and/or cooperative, or a group of similar organisations
- Licenced, present, and active in one of the following:
- For the applicants seeking to serve as a hub in this region for any country of the European Union, Bulgaria and/or Romania should be considered. These countries should develop programmes to assist journalists from Belarus, Ukraine, Russia, and/or other countries who are legally residing there as a result of the conflict in that country or related to its imposed media censorship, and they should encourage cooperation among those journalists.
- Any EU member state, with a preference for Central Europe (Austria, the Czech Republic, Hungary, Germany, Poland, Slovakia, and Slovenia), should establish initiatives to encourage communication and cooperation between journalists in Western and Eastern Europe.
- To be eligible for this call, you must possess:
- Ability to serve as a regional media hub and ambassador to promote cooperation and the sharing of best practises among regions
- demonstrable experience in establishing capacity for cross-border or regional collaboration and/or investigative journalism.
- access to well-established local/regional networks, media outlets, and journalists throughout the whole target region they have chosen, and possibly beyond.
