The Agro Innovation Start-up Lab, a cohort of supported start-ups as a part of Deraya focusing on novel solutions in the Agriculture sector, has been launched by the United Nations Development Programme (UNDP).

The UNDP project Baladyati 2: Strengthening Local Capacity for Resilience and Recovery Project (SLCRR) is expressly covered by this request for proposals.

Particular Goals

  • Following a protracted period of turmoil, Libya is currently in the process of diversifying its economy.
  • The UNDP is concentrating on creating a socio-economic structure that is resilient to shocks, reintegrating Libya into the global economy, and creating employment that is safe, productive, and fairly compensated and available to various groups of vulnerable people in Libya as part of the implementation of the Local Peacebuilding and Resilience strategy for the South and its active projects of SLCRR. According to a survey conducted by the Deraya initiative, starting a business or a startup is still of the utmost interest in the south of Libya.
  • Implementing the plan for the Agriculture Innovation Start-up Lab, a track for 40 start-ups in 5 chosen communities, is part of the planned intervention.
  • The chosen start-ups will take part in design workshops with professionals in the agricultural and food industries, acquire new techniques, technologies, or tools firsthand, and receive training in business incubation as well as seed money of $8,000 to launch new enterprises.

Schedules/expected Outputs, Deliverables, and Scope

  • Output 1: Agriculture Innovation Lab programme design
  • As a curriculum for the Agriculture Innovation Lab, the Service Provider will compile a variety of agriculture innovation resources and adapt them to Libyan interest and substance.
  • The scheduled activities consist of:
  • Analysis and desk research of foundational studies and reports for the Libyan agriculture and food industry, with a focus on the southern region.
  • The improvement of agriculture and its value chain, including post-harvest handling, fertilisation, storage, the food business, and food preservation, through the consolidation and application of best practises and new techniques.
  • Online engagement with Libyan stakeholders, such as the pertinent line ministries and municipalities, to confirm the conclusions, ideas, and plans for the Agriculture Innovation Lab.
  • To ensure a larger participation list throughout all 5 municipalities, it is necessary to develop and implement new creative outreach campaigns and engagement activities. The outreach programme will be founded on prior interactions with the farmers.
  • Incentives and outreach tactics are used to draw in the most vulnerable, such as IDPs, migrants, refugees, or returnees, as well as persons with impairments, while maintaining a high level of female engagement in the application. ensuring a significant percentage of women (at least 30%) participate in the project.
  • Creating a profile of the recipients and gathering baseline information on their education, prior experiences, career pathways, access to opportunities, and prior struggles in the agricultural sector.
  • Creating curriculum that is particular to a certain situation and is based on knowledge of agriculture innovation and the fundamentals of business incubation. Only an agribusiness innovation component is needed for this programme; all other materials should be taken from normal UNDP business incubation resources.
  • A final version with instructions on the Training of Training and adoption in municipal business incubators under the Ministry of Local Government with an agriculture track focus is being prepared after testing, confirming the materials with stakeholders and UNDP.


Launch the Agriculture Innovation Lab’s social media and internet communications.

  • Distribution of grants and establishment of M&E systems for implementation constitute output 2.
  • The grant mechanisms will be set up in phases in accordance with the submitted business ideas.
  • The scheduled activities consist of:
  • Creating a risk mitigation strategy for the grant pool’s financial management.
  • Talk with UNDP on the funding agreement and the payment arrangements, which must adhere to UNDP policies.
  • selecting the 40 start-ups who will receive funds (each worth 8,000 USD) after reviewing the business plans and submissions. The delivery of the business proposals is required during the two-month

Business Incubation course.

  • Arranging the celebrations in each municipality after the trainees have completed their training and their business has begun.
  • Ensuring the legal status and registration of startups.
  • Establishing procedures for financial monitoring and establishing startup charges that qualify for reimbursement.

Estimated Time

  • The goal is to start operations on December 1, 2023.
  • The overall anticipated assignment time, including outputs that may be given concurrently, is not to exceed nine months, or 36 weeks.

Professional Experience

  • The application should specify the precise specialists who will be involved in the activities and provide a detailed explanation of their background, both domestically and abroad.
  • The time required to obtain a Libyan visa should be included in the proposal, along with any other logistical information, for foreign specialists and events scheduled in Libya.

Team Captain

  • Bachelor’s degree (or its equivalent) in engineering, economics, management, public administration, or a related discipline
  • 5 years minimum of project management experience in the industry
  • An asset is having at least three years of professional experience in programming for startups, innovations, or entrepreneurship.
  • excellent English and Arabic language skills.
  • A bachelor’s degree (or higher) in engineering, economics, statistics, or public administration is required for the position of a monitoring and evaluation specialist.
  • working with monitoring and evaluation mechanisms for at least two years
  • 2 years at the very least in managing reports writing
  • Experience monitoring start-up grants through at least one experience of awards review in Libya, as well as demonstrated exposure to the Libyan startup ecosystem
  • excellent English and Arabic language skills.
  • Bachelor’s (or higher) degree in agriculture, environment, biology, economics, management, or engineering (Bachelor – 5 points, Master’s – 10 points); a minimum of two years of experience in corporate consulting related to the Libyan food industry, agriculture, or light manufacturing (two years – 20 points, six to seven years – 25 points, and eight years or more – 30 points).
  • Experience working on at least one project in Libya with cooperatives or startups (Yes – 20 points; No – 0 points).
  • Excellent English and Arabic language skills.
  • Bachelor’s degree (or higher) in accounting, finance, statistics, or economics is required for the position of financial specialist or grant manager.
  • A minimum of two years of expertise in accounting, grant management, or financial management
  • Proven experience on at least one project in Libyan grant distribution financial management
  • Excellent English and Arabic language skills.
