Duties:

The Public Health Administrative Specialist in this job is in charge of managing the administrative components of the Global Health Security work being done by the Centers for Disease Control and Prevention in Uganda. With an emphasis on managing cooperative agreements (CoAg) and partners, operational budgeting and finance, contract management, and office administration, the post holder will give the Division of Global Health Protection (DGHP) Deputy Director direct support. Between the management and operations (M&O) teams at the post and the designated headquarters (HQ) points of contact, the position holder acts as a liaison. The incumbent of the position must build and maintain relationships with a variety of staff members, including but not limited to CDC Uganda, subject matter experts headquartered at headquarters, and extramural partners.

Evaluations and Requirements

Education: A bachelor’s degree in business administration, public health, accounting, or international development is essential.

Requirements:

  • EXPERIENCE: Five years of increasingly responsible administrative management experience in a public health or international development environment is required. This experience must include managing files, interacting with external clients, and managing acquisitions, grants, contracts, and cooperative agreement documentation and reporting.
  • JOB KNOWLEDGE: This position necessitates a thorough understanding of general management principles, rules, and practices pertaining to the administration of grants and cooperative agreements, as well as the corresponding audit and accounting requirements. A thorough awareness of the operational environment in the host nation is also required, as is a solid grasp of the laws and policies governing public health-related implementing agreements under the control of the host government. It is necessary to have a comprehensive understanding of routine health information systems in developing nations, including an understanding of public health administrative systems.

Evaluations:

LANGUAGE: It is necessary to speak, read, and write English fluently. This might be examined.

SKILLS AND ABILITIES: Effective oral and written communication skills are necessary. This includes the ability to create documents, reports, program, and policy guidelines in a clear and concise manner as well as the capacity to give oral presentations on programmatic topics. To create cooperation, coordination with USG colleagues and IPs requires excellent interpersonal skills. It is necessary to have proven multitasking skills in a hectic and highly detailed work environment. It is necessary to possess the capacity to evaluate issues and create workable solutions. It is necessary to be able to plan and keep track of budget expenses in order to meet program needs. It’s necessary to have intermediate proficiency with word processing, spreadsheets, and databases. It is necessary to have both quick and accurate keyboarding skills. It is necessary to have the ability to perform higher-level mathematical computations for reporting purposes. This might be examined.

SELECTION PROCESS FOR HIRING PREFERENCES: Candidates are given hiring preferences in the order mentioned below for the following recruiting preference categories.   • A copy of the applicant’s most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), similar documentation, or certification is required for applicants who assert that they are preference-eligible U.S. Veterans. A “certification” is any written statement from the armed services that confirms the service member is anticipated to be released from active duty in the armed forces under honorable terms within 120 days after the certification is filed by the applicant. The certification letter should be printed on the letterhead of the relevant military branch and include the following information: (1) the dates of military service, including the anticipated date of discharge or release; and (2) the nature of the service. The preference will only be granted if appropriate paperwork is supplied.
  • All Foreign Service personnel on LWOP or CS with the option to return to their agency or bureau are given this level of preference.
