main responsibilities and functions:

- Planning and developing programs To produce a thorough and up-to-date strategic plan for the creation, design, and management of health-related programs, plan and offer technical support and direction for the preparation, design, and updating of the situation analysis. In order to improve program management, efficiency, and delivery, stay current on development trends. As part of the Country Programme, prepare, coordinate, and/or supervise the creation of recommendations for health programs and related documentations, setting precise program goals, objectives, strategies, and outcomes based on results-based planning terminology and methodology (RBM). Ensure that the sectoral program is in line with national priorities, plans, and competences as well as UNICEF’s Strategic Plans, Country Program, UN Development Assistance Framework (UNDF), and regional initiatives. Consult and work together with coworkers and partners to provide technical and operational support for program planning, management, and implementation. Throughout all phases of the programming process, ensure that programs and projects are integrated, coherent, and harmonized with those of other UNICEF sectors.
- Program management, oversight, and outcomes delivery Establish monitoring benchmarks, performance indicators, and other UNICEF/UN system measurements in collaboration with internal and external partners to assess and strengthen performance accountability, coherence, and delivery of tangible and long-lasting results for the designated sector in health programs. Take part in monitoring and evaluation activities, program reviews, and yearly sectoral reviews with the government and other peers to evaluate progress and decide what actions or interventions are necessary to produce results. To identify gaps, strengths, and/or weaknesses in program management, identify lessons learned, and use knowledge obtained for development planning and timely action to meet goals, prepare and evaluate monitoring and evaluation reports. Monitor programs and projects actively through site visits, surveys, and/or information sharing with partners and stakeholders to gauge progress, spot bottlenecks and possible difficulties, and make prompt decisions to address them or send them to the appropriate authorities for prompt resolution. Plan, oversee, and assess the most effective and appropriate use of sectoral program resources (financial, administrative, and other assets), confirming compliance with organizational policies, rules, regulations, and procedures as well as donor commitments, standards of accountability, and ensuring timely reporting and resource liquidation. To keep management, donors, and partners informed of program progress, prepare frequent and required program/project reports.
- Technical assistance and consulting services In order to support the planning, management, implementation, and delivery of results for program development, collaborate and consult with key government officials, NGO partners, UN system partners, and other country office partners/donors on policies, strategies, best practices, and approaches on health-related issues. Participate in the planning and discussion of strategic programs to offer technical guidance and to help set the agenda for policy debates and discussions about health and development issues, particularly those pertaining to gender, emergency preparedness, maternal and neonatal health, and child survival and development. Prepare policy papers, briefings, and other items for strategic program usage, information, and/or consideration for management. Participate in emergency planning activities to build programs, plan for contingencies, or to respond to emergencies in your home nation or other designated areas.
- Partnership development, advocacy, and networking Create and maintain strong working relationships with national stakeholders in the health sector as well as international partners, allies, donors, and academic institutions. Build capacity and exchange knowledge and skills to make it easier to achieve the program’s objectives for child rights, social justice, and equity through active networking, advocacy, and effective communication. To raise awareness, make alliances and collaborations, and support fund-raising for health programs (maternal, neonatal, and child survival and development), prepare communication and information materials for CO program advocacy.
Participate in and/or represent UNICEF in pertinent inter-agency (UNCT) discussions and planning on health-related issues in order to work with inter-agency partners and colleagues on UNDAF planning and the creation of health programs and projects. This requires ensuring that organizational position, interests, and priorities are fully taken into account and incorporated into the UNDAF process in development planning and agenda setting.
- Capacity development, innovation, and knowledge management Encourage critical thinking, creative problem-solving, and ethical conduct for sustainable health projects and programs. Keep up with the latest developments in health management and information systems by researching, benchmarking, and implementing them. Institutionalize and disseminate information gained and best practices. To ensure the highest efficiency and effectiveness of sustainable programs and projects, contribute to the creation of policies and procedures and promote innovation and best practices. Develop, design, and implement capacity-building activities to improve stakeholders’ abilities to support long-term outcomes for health-related projects and programs.

The effectiveness and efficiency of the health manager’s assistance with program preparation, planning, and implementation makes it possible to deliver tangible, long-lasting results that have a direct bearing on the improvement of the health of the nation’s most marginalized and vulnerable women and children. - Requirements for Hiring
- Education: A graduate degree from an accredited university is needed in one of the following areas: public health/nutrition, pediatric health, family health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, epidemiology, or another technical field that is pertinent.
- Experience: It is necessary to have at least eight years of professional experience in at least one of the following fields: maternity and newborn healthcare, public health/nutrition planning and management, or health emergency/humanitarian preparation.
- Working knowledge of a developing nation is valued as an asset.
- Experience working for a UN system agency or organization is regarded as advantageous.
- Fluency in the English language is necessary. It is advantageous to have knowledge of a local language or another official UN language, such as Arabic, Chinese, French, Russian, or Spanish.
