Organizing, Setting, and Reporting
The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) has a post available in the Finance and Budget Section. In Kinshasa, the Finance and Budget Officer will be based. The Chief Budget and Finance reports to the Finance and Budget Officer.
Responsibilities
Strategic Resource Management
- Creates cost estimates and budget proposals that take into account the mission’s resource needs, such as staff and non-staff requirements, as well as programmatic aspects. They also review, analyze, and revise data in relation to the budget proposals’ finalization as well as inputs for Result Based Budgeting.
- Aids program/fund center managers (Substantive and Support Sections) in developing the resource needs for budget submissions.
- Manages and keeps track of extra-budgetary funds, reviewing contracts and cost estimates as well as assuring adherence to existing policies and procedures.
- Manages the mission’s allotments in accordance with the approved procedures, including the reallocation and redeployment of finances.
- Ensures that budgetary resources are used effectively and efficiently by thorough monitoring of spending against the approved budget and prompt information delivery to mission management. Supports and advises managers of funding centers and programs on how to implement budgets and take appropriate corrective measures.
- Prepares the mission’s budget performance reports and makes sure that the various Program/Fund Center managers deliver accurate data and information in accordance with the Controller’s instructions. Reviewing and finalizing the performance reports to ensure that the discrepancies between approved budgets and actual spending are properly and adequately explained.
- Under the supervision and direction of the Chief Finance and Budget Officer, offers guidance, financial interpretations, adaptations, and corrective actions in response to audits and other inquiries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins, and Circulars.
- Performs financial delegation-related tasks in accordance with UN regulations and rules.
Performance Evaluation
- Conducts analysis, prepares, and delivers strategic support and business information on financial resourcing and stewardship, organizational performance of the mission, and mission priorities to operational counterparts and mission leadership. Plans, monitors, and reports on the financial and operational performance actively and actively.
Other
- Regularly compile data and information and create reports on travel for different client groups.
- Serves as the program’s certifying officer for funding.
- Keeps in close contact with resident and outside auditors.
- Completes additional tasks as requested.

Education
An advanced university degree in business administration, finance, or a similar discipline is necessary (Master’s or Doctorate degree, or equivalent). The advanced university degree may be substituted with a first-level degree (Bachelor’s degree or equivalent) in the designated subjects of study and two further years of relevant professional experience.
Job-Specific Requirements
- It is necessary to be familiar with Microsoft Office programs like Word, Excel, and PowerPoint.
- It would be ideal to have a second degree or certification in finance, budgeting, accounting, or audit.
Experience at Work
- A minimum of five (5) years of steadily increasing responsibility in finance, administration, budget management, or a related field are necessary.
- It is necessary to have previous experience adhering to IPSAS, or International Public Sector Accounting Standards.
- Financial management experience with Enterprise Resource Planning (ERP) systems like SAP is necessary.
- It is preferable to have at least one (1) year of experience working in field operations under the United Nations common system (peacekeeping missions, special political missions, and UN agencies, finances, and programmes), or in a comparable non-governmental organization.
- It would be ideal to have prior experience with results-based budgeting (RBB) in a Common System organization.
Languages
- The working languages of the United Nations Secretariat are English and French. Fluency in both French and English is necessary for this post.
