Summary of Position:

  • For a five-year initiative called “PlayMatters” that is being sponsored by the LEGO Foundation, IRC is looking for a grants and project manager. 800,000 school-age children (ages 3 to 12+) in refugee settlements and host communities in East Africa (Uganda, Ethiopia, and Tanzania) are part of the PlayMatters – Sparking Lifelong Learning through Play initiative, which seeks to promote holistic learning and wellness outcomes. By persuading and altering the behaviors of adults (parents, caregivers, teachers, community members, and policy makers) who are around children to incorporate Learning through Play methodologies into routine interactions with children at school, home, and in the community, this project seeks to develop children’s social, emotional, cognitive, physical, and creative skills. The initiative is carried out in collaboration with Plan International, Behavioral Insights Team, War Child Holland, and Innovations for Poverty Action
  • As a member of the IRC Uganda PlayMatters team, the Grants and Project Manager will support grant management, partnership management, reporting, and business growth. To ensure effective management of both pre- and post-award grants functions, the Grants and Project Manager will collaborate closely with the program, M&E, finance, operations, headquarters, regional, and senior management staff as well as colleagues from organizations across the Uganda-based PlayMatters consortium. The Grants and Project Manager will support project management, timely reporting, the development of high-quality proposals, and donor compliance. The incumbent of the role will report to the Grants Coordinator and collaborate closely with other members of the grants and partnerships department.

RESPONSIBILITY:

Grant administration

  • With the help of the project leads, schedule project cycle meetings and budget vs. actual meetings, provide direction to the appropriate team members, keep an eye on the creation of materials prior to those meetings, and track the actions that followed those meetings with a focus on monitoring progress relative to the budget and key project indicators.
  • Manage the PlayMatters regional team’s regular technical and financial compliance monitoring exercises, including planning, executing, and reporting.
  • Manage and communicate all reporting deadlines in a way that is timely, clear to other coworkers, and well-planned to ensure that report inputs are submitted on time.
  • To ensure that documents are of the highest quality, compliant with donor requirements, submitted in a timely manner for internal review, and escalated as necessary for troubleshooting issues with the Grants Coordinator and Deputy Project Coordinator – Grants and Project Management, coordinate, consolidate, review, and revise project reports as necessary.
  • Assist the grants coordinator in creating, reviewing, and amending agreements with donors, partnerships, services providers, and collaborators.
  • Make sure that accurate templates, such as those for finance, programs, and M&E, are delivered well in advance to appropriate colleagues along with reporting dates.
  • Giving the IRC Uganda PlayMatters team technical direction on IRC and donor requirements would help to maintain compliance while proactively identifying and resolving problems.
  • Support compliant partner management under IRC’s Partnership Excellence for Equality and Results System (PEERS) for partnership management.
  • The Grants Coordinator, IRC Uganda PlayMatters Deputy Project Coordinator – Grants and Project Management, and IRC Uganda Senior Management Team may assign you with additional tasks.

Project Administration

  • aid in monitoring development in relation to the PlayMatters workplan for IRC Uganda.
  • Support the management, planning, and coordination of projects within the Uganda consortium to guarantee effective, timely, and high-quality project deliveries.
  • Watch over and aid in the creation of internal planning tools, such as budgets, spending plans, technical narratives, M&E plans, and workplans, among others.
  • assistance with the recording and sharing of accomplishments, lessons learned, difficulties, and necessary modifications.
  • Support the creation of program updates and messages for distribution to the PlayMatters regional team and to the public at large.
  • Support the management of institutional knowledge and documentation in collaboration with the members of the regional PlayMatters team as well as the IRC Uganda PlayMatters team.
  • Support the upkeep of thorough electronic program files and make sure IRC coworkers have access to pertinent documents and data.

Compliance

  • Keep abreast of the relevant donor standards for the PlayMatters project and the project management tools used by the regional PlayMatters team.
  • Ascertain that the IRC Uganda PlayMatters team and the other Uganda PlayMatters consortium participants are aware of the pertinent donor guidelines and the project management frameworks overseen by the PlayMatters regional team.
  • Assure prompt reporting of alleged compliance problems via the proper reporting channels.
  • In conjunction with the departments of finance, awards management, and general counsel, assist with audit preparations.

Relations with donors and communications

  • Ensure that any correspondence with donors, modifications to rules, and meetings are shared with the appropriate staff members.
  • Communicate with the PlayMatters regional team, donors, prospective donors, and other operational partners, including through attending meetings, and represent IRC and IRC’s interests by upholding a constructive and productive relationship.
  • Respond to requests from the PlayMatters regional team and donors for compliance information and, when necessary, to requests from the PlayMatters regional team and donors for compliance inquiries in conjunction with the appropriate coworkers.

  • As required, assist the grants coordinator in creating strong proposals by coordinating with HQ units (Regional Unit, Awards Management Unit, Technical Units) to make sure the submissions adhere to internal standards and are donor-responsive.
  • Lead the creation of a workplan for the creation of necessary documents in the event that the PlayMatters project is amended, coordinate planning and updates among the IRC Uganda and Uganda consortium teams, check in with pertinent coworkers about progress, coordinate planning with the PlayMatters regional team, and support the creation of pertinent technical narratives, budgets, workplans, log-frames, and other supplementary documents.

Partnerships

  • Processes for lead partnership selection and co-design (with Partnership Lead).
  • Participate in organizational snapshot procedures for possible new partners as necessary.
  • Ensure enough budgetary resourcing for partner project delivery, including project support and capacity sharing initiatives, and contribute pertinent proposal content.
  • The Partnership Excellence for Equality and Results system (PEERS) of the IRC should be promoted and used.
  • Co-ordinate with other pertinent departments to co-lead the Partner’s Project Capacity Review (PPCR) of potential partners and to take part in jointly developing suitable risk management techniques.
  • Co-chair the opening, review, and closing meetings for the partnership project with the partnership lead. Encourage and actively engage all partners in project decision-making, including any data-driven project adaptation.
  • Establish appropriate follow-up actions, oversee timely and efficient partnership project evaluation and reflection (monitoring), and deliver finished reports to the partnership lead.
  • Review the narrative reports for partnership project partners and offer input as needed (and assist partners as needed in the production of reports). To make sure that spending match activity, conduct a summary evaluation of the partnership project finance reports and offer input as needed.
  • In collaboration with other organizations including the government, UN, other humanitarian actors, and coordination structures, if possible, support partners.
  • To handle any program concerns found throughout the due diligence phase, design partner project support plans. Direct accountability for providing partners with efficient, on-time technical support.
  • In coordination with the Partnership Lead, examine with partners potential capacity strengthening support, including system strengthening for government partners and organizational growth for civil society partners.
  • Include strategies for sharing technical resources, such as what the IRC can learn from regional partners.

QUALIFICATIONS:

  • a Master’s or Bachelor’s degree, or its equivalent, in business, accounting, international relations, development, international political economics, or another pertinent field
  • 2–5 years of experience in the design of humanitarian programs, commercial growth, and grant management
  • understanding of the rules governing donor compliance (private foundations, PRM, ECHO, FCDO, etc.)
  • a track record of accomplishment in project management, budget management, and report creation
  • great organizational, time-management, and analytical skills as well as a great communicator
  • the capacity to exert influence on others without direct supervision
  • the capacity to change plans to account for the realities of working across different time zones and cultural contexts.
  • proficiency in spoken and written English
  • Microsoft Office Suite proficiency is required, with a focus on Microsoft Word and Microsoft Excel.

EMPLOYMENT ENVIRONMENT

  • Based in Kampala, the Grants and Project Manager will travel to the locations where IRC has a presence. Except for the turbulent Karamoja region, where security is at category 3 (orange), Uganda’s security situation is stable. Candidates should be ready to implement programming in unsafe circumstances. The post is unaccompanied.
