  • For the position of Emerging Voices Exchanges/Education Outreach Coordinator, the U.S. Mission in Uganda is looking for qualified and suitable candidates.

The job’s work schedule is as follows:

forty hours per week, full-time

Start date: The candidate’s candidacy may be terminated if they are unable to start working within a reasonable amount of time after receiving agency authorization and/or clearances/certifications.

Vacant Supervisory Position

The Emerging Voices (EV) Exchanges/Education Outreach Coordinator’s responsibilities include coordinating the Mission’s exchange programs for youth and communities that are not typically involved in U.S. diplomatic engagement, such as civil society organizations and populations that don’t typically have access to youth development activities. Coordinates Mission Public Diplomacy (PD) educational outreach to EV audiences, reaching out to young people, people of color, and those who have the power to influence them through targeted Mission outreach to secondary schools, promotion of American Studies content and curricula in institutions of higher learning, and encouragement of academic study in the US through Education USA advising programs.

Evaluations and Requirements

  • EDUCATION: A college degree in social sciences, political science, sociology, education, or a field with a local equivalent, such as international relations, is required.

Requirements:

  • EXPERIENCE: Three years of experience are necessary, with at least some of that time spent doing communications, public engagement management, or educational activities. It is necessary to have prior professional experience in a governmental, academic, or international setting.

  • It is necessary to speak, read, and write English at Level 4 (fluent).

ABILITY AND SKILLS: Skills in analysis excellent analytical skills are required. EV audience attitudes must be able to be identified, analyzed, predicted, and continuously assessed. Project impacts must also be assessed, and tactics must be modified for the best results. Ability to recognize the appearance of new influencers and modify operations and programming as necessary.

Excellent interpersonal, cross-cultural, and customer relations communication skills are required, as well as the ability to recognize and work with important stakeholders who are instrumental in influencing local public opinion and educational policies and practices. Excellent oral and written communication skills are a requirement for public speaking, conducting evaluation interviews, preparing reports, and contributing to English-language publications. Be able to modify messages to match various linguistic, religious, and formal contexts as well as formal and casual settings. For public presentations, the ability to brief U.S. officials and guests on a range of topics is required.

Strong managerial abilities are needed, including the capacity to create and monitor project budgets as well as the ability to plan, carry out, and deliver professional and exchange projects such workshops, seminars, online and offline conferences, panel discussions, and lectures. Ability to negotiate and oversee the implementation of agreements with partner institutions is required.

Technical Requirements: Excellent knowledge of electronic discovery tools, particularly the internet, as well as conventional information retrieval processes and procedures are essential. It is necessary to have in-depth understanding of a variety of computer software applications, particularly Microsoft Word, Microsoft Excel, and graphic design and photo editing software. Using social media, mobile platforms, MOOCs, photo and video sharing websites, podcast creation tools, and simple photo and video tools are all required. To be able to create and manage projects and keep an eye on grant finances, one needs to be proficient in mathematics.

All candidates will need to pass medical and security certifications in order to be considered.

SELECTION PROCESS FOR HIRING PREFERENCES: Candidates are given hiring preferences in the order mentioned below for the following recruiting preference categories. In order to avoid rejection, it is crucial that these applicants completely disclose their status on the application. A copy of the applicant’s most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), similar documentation, or certification is required for applicants who assert that they are preference-eligible U.S. Veterans. A “certification” is any written statement from the armed services that confirms the service member is anticipated to be released from active duty in the armed forces under honorable terms within 120 days after the certification is filed by the applicant. The certification letter should be printed on the letterhead of the relevant military branch and include the following information: (1) the dates of military service, including the anticipated date of discharge or release; and (2) the nature of the service. The preference will only be granted if appropriate supporting documentation is supplied.

All Foreign Service personnel on LWOP or CS with the option to return to their agency or bureau are given this level of preference.
