Region ECA: Europe and Central Asia
- 30 incredibly different nations make up the Europe and Central Asia (ECA) region, which is home to around 500 million people. Seven of our clients have graduated, and 10 of our clients have entered the EU, while the majority still actively use our knowledge and/or loan services. In addition, several of the advanced nations have reconnected with the Bank for extra assistance, including financial, as a result of the COVID pandemic. responsibilities and obligations:
- The Senior Environmental Specialist will support a wide-ranging and dynamic portfolio of financing and policy discussion across all ENB business lines on behalf of SCAEN, the ENB arm of SD PG in ECA.
- Additionally, he or she will assist with activities related to Brown/Pollution, Biodiversity, Forestry, Climate Change, and Sustainable Landscape Management.
- The candidate who is chosen will be supervised by the ENB Practice Manager who is stationed in the Vienna Office of the WB. The following are his or her primary responsibilities:
Environmental safeguards/the framework for the environment and society:
- While planning a project, consider potential environmental and social (E&S) risks and effects; Identify the appropriate risk category; Construct an Environmental and Social Review Summary (ESRS) for the concept. Perform a detailed analysis of E&S risks and effects. In order to prepare for the appraisal, review the E&S documentation that are already available.
- When a project is being implemented, ensure that it complies with the Environmental and Social Framework (ESF) and Safeguard Policies as outlined in the management plans and environmental and social assessment papers. Attend project technical meetings and field trips. To ensure the appropriate execution of the ESF, review project reports and create strong working connections with the project implementation agency.
- During both planning and execution: Look for chances to assist clients in attaining the project development objectives by going beyond simple policy compliance. Make ensuring that projects are implemented in a way that is both ecologically and socially sustainable by working closely with the project task team and the social development specialist.
- Building capacity: Assisting and enhancing the client bank’s environmental protection policies and ESF objectives.
Operations Assistance:
- Support the country discourse and the ongoing monitoring of projects in the three ENB business lines (Brown, Blue, and Green) by offering assistance with planning and carrying out ENB operations in Tajikistan. This includes, but is not limited to, project planning, implementation, reviewing client-submitted TORs and procurement plans to make sure they are in line with project goals and World Bank fiduciary policies, taking part in implementation support missions while being supervised by the task team leader, monitoring project progress, creating elaborate mission aide-memoires, and ensuring prompt execution of missions’ action plans.
- Support ENB’s analytical works, including thematic reviews and consulting work for ENB’s business lines.
Selection Standards
- a Master’s or PhD in environmental engineering, environmental or natural resource management, watershed management, sustainable landscape management, forestry, agronomy, climate change, fisheries, economics, environmental policy or geography, or related fields.
- 8 years minimum of professional experience in the field of environment and natural resource management, with expertise in integrated landscapes, climate change, biodiversity, and management of environmental and social risks.
- Understanding of ESF policies, as well as environmental institutions and regulations. Experience working closely with clients and stakeholders while planning and supervising projects on managing social and environmental risks. Co-lead/support analytical tasks that involve data and information relevant to the management of environmental risks, connecting those assessments to national development priorities and economic effects.
- Excellent English communication skills, both in writing and speaking.
- (Having a decent grasp of the languages of Central Asia and/or Russian is an advantage)It would be ideal to be familiar with the organizational structure, workflows, policies, and practices of the World Bank Group.
