Function of Job
- To give the African Union (AU) Commission legal advice and strategic guidance.
Main Purposes
- Serves as the center of attention for legal matters pertaining to AU.
- Creates and upholds operational policies and practices.
- Assures the smooth operation of all OLC Divisions and offers technical leadership.
- Ensures that the department’s people, budget, performance, and training are all managed overall in accordance with the pertinent laws and regulations currently in effect.
- Establishes and carries out the department’s or directorate’s overarching plan.
- Creates and manages standards for policy formulation.
- Develops and manages integrated programs for the Directorate’s overall activities.
- Creates and updates a strategy plan to foster effective collaboration with other Directorates/Departments.
- Establishes and preserves ongoing working relationships with senior officials in pertinent agencies of Member States and partners.
- Makes ensuring that coordination meetings between the organization and other pertinent directorates/departments are organized.
- Ensures that yearly financial statements, periodic financial and budget execution reports, and other reports are prepared.
- Manages the Directorate’s or Department’s collecting of donations.
- Starts the process of raising money for and on behalf of the African Union and conducts the appropriate steps.
- Suggests training initiatives for collaboration and program design.
- Encourages knowledge of and instruction in best practices in field of expertise.
details of your obligations
- Offers legal counsel to the Commission and AU Organs;
- Offers legal advice on the application of the AU Protocols, Rules, and Regulations, as well as other legal documents;
- Offers legal advice to the Commission Chairperson in carrying out his or her duties as the Union’s Depository of all Treaties and Other Legal Instruments and in maintaining copies of International Agreements Signed Between Member States
- evaluates the legal ramifications of all deliberative, advisory, and administrative bodies’ actions and judgments, and takes part in these bodies’ meetings;
- is in charge of supervising the creation of contracts, host agreements, cooperation agreements, rules of procedure for different organs, treaties, and other legal documents, as well as the creation of election materials, such as those for elections at the Executive Council and Assembly levels;
- represents the Commission and all AU institutions in court cases, negotiations, or other processes for reaching agreements or resolving conflicts;
- Ensures the Administrative Tribunal runs smoothly and represents the Chairperson there;
- Follows up on concerns relating to the execution of Headquarters and Host Agreements;
- Ensures that, as specified in the Headquarters Agreements and the General Convention on Privileges and Immunities of the AU, the privileges and immunities of the Commission, its staff, and representatives accredited to it are guaranteed, respected, and preserved;
- Follows up on matters involving global legal issues;
- makes ensuring that the legal interactions between the Union’s Organs and Member States, other organizations, people, and other legal entities are governed in a way that protects the AU’s interests;
- Directs inquiries and the creation of studies on unique legal issues;
- Ensures the Office is managed generally, including the creation of budgets and programs and their efficient execution.
- Controls and monitors the output of lower-level employees
- Plans the deployment of all the legal officers in AU institutions and organs.
- Completes any additional tasks that may be assigned.
requirements for education and relevant experience
- A master’s degree in public or private international law and/or the law of international organizations, together with 15 years of post-graduate professional experience, eight of which should be at the managerial level and five of which should be in a supervisory capacity.
- Prior experience working for international or multilateral organizations is essential; dealing with diplomatic and international negotiation issues will be advantageous.

SECURITY OF POSITION:
- The three (3) years of the appointment will be on a normal term contract, with the first twelve months being regarded as a probationary period. Following that, the contract will be for a two-year term that is renewable if the performance and deliverables are satisfactory.

LANGUAGES:

REMUNERATION:
- Indicative basic salary of US$ 78,138.00 (D1 Step1) per year plus additional benefits, such as housing allowance of US$ 26,208.00 (per year), education allowance of 100% of tuition and other education-related costs for every eligible dependent up to a maximum of US$ 10,000.00 per child per year, and post adjustment of up to 46% of basic salary for locally hired employees.
