Organisation Reporting and Setting

The United Nations Environment Programme (UNEP) is the leading international environmental organization that establishes the global environmental agenda, encourages the consistent application of the environmental dimension of sustainable development within the framework of the United Nations, and acts as a powerful spokesperson for the environment worldwide.

UNEP, which is based in Nairobi, Kenya, has a network of liaison, country, sub-regional, and regional offices that support the necessary national, regional, and local processes and coordinate the cogent delivery of UNEP’s program, which focuses on the causes of pollution, waste, and nature loss through seven interconnected sub-programmes for action. These include: digital transformations, environmental governance, science-policy, nature action, chemicals and pollution action, climate action, and nature action.

In response to national, sub-regional, and regional needs and priorities, UNEP’s Africa Office supports environmental governance institutions and processes and collaborates with a wide range of partners, including governmental, non-governmental, academic, and private sector entities, on multilateral environmental agreements and sustainability programmes and projects. Reforms to the UN Development System, notably the UN Resident Coordinator and UN Country Team systems, serve as the foundation for UNEP’s assistance to nations, sub-regions, and Africa.

The UNEP Liaison Office, which is based in Addis Abeba, was established with the aim of enhancing cooperation with the African Union (AU), the UN Economic Commission for Africa (UNECA), and to serve as a UNEP country office for Ethiopia. The incumbent will carry out the following responsibilities under the direction of the Director, Regional Office for Africa and in close coordination with the relevant Divisions, Convention Secretariats, and the Executive Office of UNEP:

  1. The African Union (AU) and its individual component organs and institutions: Develop strategic linkages with the AU Commission, particularly on mechanisms for integrating UNEP’s contribution to the work of the relevant organs of the Commission; Keep under review the AU agenda, its priorities and programmes including its environment related flagships; Work closely with the AU Department of Agriculture, Rural Development, Blue Economy, and Sustainable Environment (DARBE) and align its areas of work to UNEP’s Medium-term Strategy and Programme of Work (MTS/PoW); Engage with the African Union Development Agency (AUDA-NEPAD) to support implementation of AU programmes, projects and activities; Establish mechanisms for policy exchange between UNEP and AU/AU’s component institutions, including facilitation of annual consultations between the two organizations; Prepare briefs and organize meetings between the UNEP Executive Director and AU senior officials; Organize public environmental events, undertake environmental advocacy actions, present UNEP’s work and enhance its visibility within the AU; Promote and facilitate co-coordinated follow-up actions on joint decisions by AU and UNEP.
  2. Work with UNECA to improve cooperation between AMCEN and the Conference of African Ministers of Finance, Planning, and Economic Development; Maintain regular communication with pertinent UNECA offices and officers; Monitor the implementation of joint interventions; Strengthen collaboration between UNEP and UNECA, including through the identification of common areas of interest and development and implementation of joint interventions.
  3. The UN Development System in Ethiopia: Coordinate UNEP’s involvement with the UN Resident Coordinator, UN Country Team, and other UN coordination and collaborative processes, mechanisms, and platforms at the national level, and mobilize UNEP expertise to help integrate climate action, nature action, pollution action, and environmental sustainability in the development of common country analyses (CCA) and the UN sustainable development cooperation framework (UNSD).
  4. Political Engagement: Consult with the Ethiopian government on a regular basis as necessary; Compile data on national priorities; Work closely with the regional sub-programme coordinators and division leads to prepare targeted interventions for the nation in accordance with UNEP’s Medium Term Strategy and Programme of Work; Act as a point of contact between UNEP and the African diplomatic missions in Addis Ababa; Maintain communication between UNEP and these missions;
  5. Information gathering and networking: Establish and maintain networks with relevant organizations; gather information on recent environmental developments in Africa, including policies and initiatives; represent UNEP at meetings of the AU or its component institutions, UNECA, the Government of Ethiopia, and the United Nations Country Team in Ethiopia; and maintain information flow between UNEP and the Addis Ababa-based institutions and organizations.
  6. The African Ministerial Conference on the Environment (AMCEN): Support the AMCEN secretariat by ensuring that its work is well coordinated with the AUC through DARBE; Provide assistance in meeting preparation, documentation, and logistics; Provide regular updates to the African Diplomatic Corps in Addis Abeba on AMCEN events, decisions, flagships, and other areas of policy and political interest.
  7. Building Partnerships: Create partnerships with government organizations, UN agencies, regional and subregional organizations, donors, the private sector, nongovernmental organizations (NGOs), and other significant groups and stakeholders to increase opportunities to address environmental challenges in Ethiopia and Africa as a whole and to support the implementation of UNEP’s Medium Term Strategy and Programme of Work.
  8. Resource mobilization: Start raising funds from bilateral and multilateral sources to support the UNEP Programme of Work.
  9. Lead efforts to gather and analyze data on Kenya’s environmental performance in collaboration with the Science-Policy sub-programme and the World Environment Situation Room (WESR), and provide insights to identify trends or patterns for data-driven planning, decision-making, presentation, and reporting. Make sure the information gathered can be found, accessed, used in analyses, and shared.
  10. Carry out any additional pertinent tasks as assigned by the Regional Director and top UNEP management.

Education

  • It is necessary to have a graduate-level education (master’s equivalent) in political science, international relations, environmental sciences, economics, law, social sciences, or a related field.
  • The first-level university degree may be substituted in place of the advanced university degree if it is combined with two (2) more years of acceptable experience.
  • It would be ideal to successfully complete both degree-granting and non-degree data analytics, business analytics, or data science programs.

Experience at Work

  • It is necessary to have ten (10) or more years of increasingly responsibility job experience in environmental management and policy creation.
  • At the international level analogous to the United Nations, you must have at least five (5) years of relevant professional experience in the Africa region.
  • It would be ideal to have prior experience coordinating with other UN agencies, intergovernmental organizations, and non-governmental organizations.
  • knowledge of executing national or corporate environmental policy,
  • Standards and guidelines are preferred.
  • A background in data analytics or a related field is preferred.
  • It is ideal to have prior resource mobilization experience.

Languages

The working languages of the United Nations Secretariat are English and French. English proficiency is necessary for this position. French language proficiency is preferred.

NOTE: “Knowledge of” equals a rating of “confident” in two of the four areas, whereas “fluency” equals a rating of “fluent” in all four areas (read, write, speak, understand).
