Organizing, Setting, and Reporting

Through effective action at all levels, supported by international cooperation and partnership agreements, the United Nations Convention to Combat Desertification (UNCCD) seeks to combat desertification and mitigate the effects of drought in countries around the world that are suffering from severe drought and/or desertification, particularly in Africa.

The 1992 Rio Earth Summit identified desertification as one of the biggest obstacles to sustainable development, along with climate change and biodiversity loss. The only legally enforceable international agreement connecting environment and development to sustainable land management is the United Nations Convention to Combat Desertification (UNCCD), which was established in 1994 and is one of the three “Rio conventions”.

The Global Mechanism (GM), a UNCCD organization, is tasked with helping nations raise money from the public and private sectors for initiatives that stop, slow down, or reverse desertification, land degradation, and drought. The GM assists nations in putting the Convention into practice as the convention’s operational arm.

In light of this, the Global Mechanism has been asked to do the following by the Conference of Parties (COP) of the UNCCD in COP15 in Abidjan in May 2022:

  • Create a methodology and carry out a needs analysis to ascertain the financial needs for the Convention’s implementation, building on national reporting and a voluntary exercise to set targets.
  • Based on the thorough requirements assessment, develop and provide a time-bound strategy to continue and increase money mobilization from all sources in support of the implementation of the Convention.
  • Encourage the business sector to get involved in helping nations tackle desertification, land degradation, and drought (DLDD) and reach their voluntary land degradation neutrality targets. This includes the private finance sector.
  • Identify strategies for encouraging greater participation of the private sector, especially small and medium-sized businesses, in the creation and adoption of creative and sustainable solutions to combat DLDD and achieve land degradation neutrality, such as through a multi-sectoral strategy involving agriculture, agricultural technology, food systems, water, rangelands, mining, forestry, and renewable energy.
  • Encourage a change in how drought and SDS are managed and establish particular collaborations to raise money and technical assistance for innovative drought projects and programs.
  • Create and advance models for the transmission of technology, particularly in the field of increasing land productivity.

Responsibilities

  • The position holder is accountable for the following particular tasks under the direct direction of the Managing Director of the GM:
  • Oversees the design, development, and implementation of a resource mobilization strategy for the Convention’s implementation and the related plans of action at the national level; ensures ongoing analysis of national resource mobilization opportunities and needs; keeps up with the most recent trends in funding from donors; adapts the resource mobilization strategy as necessary; and monitors and reports results against it.
  • Work with other UNCCD/GM staff members who are qualified to do so to plan the creation of the periodic donor reports that are required by the relevant legislative documents.
  • In close collaboration with the pertinent departments of the UNCCD secretariat, directs the conception, development, and implementation of the GM’s innovative finance and private sector strategies. Components of these tactics:
  • To advance the goals of the GM and the implementation of the UNCCD COP decisions, it is important to: a. Identify strategic financial, technical, and advocacy partners relevant for innovative financing and private sector engagement; and b. Develop targeted approaches to deepen existing and forge new partnership arrangements.
  • Create regular analyses of current private sector partnerships and novel financing arrangements to find weaknesses and areas of success, and include these analyses into the broader GM partnership strategy.
  • Looks for opportunities to encourage the creation of novel and hybrid financial instruments to address DLDD and coordinates, in conjunction with the appropriate UNCCD/GM staff, the engagement with partners to ensure that such instruments are in line with the Convention’s goals.
  • Finds chances to encourage the private sector’s involvement in UNCCD issues and, in cooperation with the pertinent UNCCD/GM staff, ensures the use of a strict due diligence procedure.
  • oversees outreach initiatives creates and runs seminars, consulting meetings, workshops, and presentations on certain subjects or activities.
  • Coordinates budget and funding-related tasks (program/project planning and submission, progress reports, financial statements, etc.) and makes that relevant paperwork (pledging, work plans, program budgets, etc.) is prepared.
  • Represents the UNCCD/GM in important meetings and serves as a strong senior advocate for the organization.
  • Completes any additional job-related tasks as directed by the Executive Secretary and/or the GM Managing Director in order to further the UNCCD’s goals and objectives.

Education

It is necessary to have an advanced university degree (master’s degree or equivalent) in a related discipline, such as business administration, public administration, management, finance, economics, or international relations. The advanced university degree may be substituted with a first-level university degree and two more years of relevant experience.

Experience at Work

  • A minimum of ten (10) years of steadily increasing responsibility in project planning, program design, economics, international relations, social science, or a closely related field is required.
  • It is necessary to have prior experience leading a sizable multicultural workforce at the national, regional, or international level.
  • It would be ideal if you had prior sustainability-related job experience in the financial industry or in the private sector.
  • The ability to undertake development cooperation projects on the ground and experience working for the United Nations or another comparable international organization are also desirable.

Languages

English proficiency is necessary for the role advertised. It would be beneficial to have knowledge of other UN official languages.

Assessment

A competency-based interview will be conducted after an assessment exercise to determine whether an applicant is qualified.
