Summary of Duties: The Procurement Assistant will support
- To oversee project procurement and guarantee compliance, the senior procurement manager
- with project assistance from USAID regulations, EDC policies, and
- activities at the 5 zone offices and the ICYD project’s headquarters.
- The Senior Procurement Manager will receive reports from the Procurement Assistant.
The procurement assistant is in charge of the following major duties and responsibilities.

Generate
- make electronic receipts, place purchase orders, and keep necessary
- Orders’ essential proof of delivery documents;
- Assistance
- interact as necessary with administration financial offices, vendors, and customers
- to offer quality control for transactions involving purchases;
- Continue
- necessary documents to confirm that all purchases abide with USAID’s regulations
- laws and rules;
- Examine
- compare invoices from suppliers to the terms of the purchase order, or
- an agreement to check vendor invoices for accuracy before paying them;
- Offer
- assist in ensuring that procurement procedures adhere to the
- the Policy and Procedures Manual for the Project and USAID guidelines;
- Work
- with suppliers to verify receipt and update order status, look into inconsistencies in the price and amount, arrange for replacement, credit, and return of
- Deliveries that are not up to par, making sure the procure-to-pay cycle is completed, and
- escalate problems as necessary;
- Assist in the creation of the annual procurement strategy with the Senior’s assistance
- The DCOP, the technical and financial staff, and the procurement manager;
- Produce and keep the project inventory list up to date in conjunction with the project
- engages in the established Collaborative, Learning, and Adapting (CLA) processes inside the undertaking; and Conduct in support of the objectives of the ICYD Activity, these and other duties as necessary.
Education, training, and experience:
- suitable applicant for the Procurement Department of the Education Development Center (EDC)
- Applicants for assistant positions must have a business bachelor’s degree.
- Accounting, administration, social sciences, or a similar field.
- at least three years’ worth of procurement process management experience in Uganda.
- Preferable experience working with initiatives funded by USAID;
- Knowledge
required in the competitive acquisition of goods and services (experience in
- management of purchase orders and subcontracts is strongly preferred);
- Attention to detail
- well-structured;
- Knowledge
using software and computers at business, particularly MS Word and email (experience
- MS Excel proficiency is preferred);
- Capacity
to engage in hands-on, independent, teamwork, and fast-paced work
- surroundings;
- Capacity
must often visit the project’s affected zones and regions.
English proficiency is necessary.
