The World Bank’s main centre for knowledge creation and the development of research and data public goods is the Development Economics Vice Presidency (DEC). In the world of delivering top-notch data and analysis on development, DEC is at the forefront. The entire value of DEC’s knowledge output is generally untapped given the absence of a defined procedure for disseminating its findings to the global community. Fewer financial and human resources are used by DEC to interact with the target audiences for its data and research products. Instead, it concentrates primarily on knowledge generation. As a result, despite the enormous amount of knowledge produced by DEC and the WB, its research and data are still underutilised, especially in the low- and middle-income nations where they would be most useful. Low analytical and absorptive capacity might further limit the efficient use and impact of research and data products, especially in low-income locations.

The World Bank is launching the Development Economics Global Institute (hereinafter DEC Global) to address these problems. By collaborating with WBG colleagues in operations as well as research and training institutions in the Global South to generate and deliver knowledge products to key stakeholders in client countries, DEC Global will increase the impact and policy relevance of DEC research and data. By developing tools for DEC’s interaction with its audiences and clients that will: (1) strengthen the feedback loops between research and data production on the one hand and internal and external stakeholders on the other; (2) strengthen the capacity of external clients and Bank units to use and replicate what is produced; and (3) provide a platform to increase the quantity and quality of knowledge transfer and capacity development acts, DEC Global will address these shortcomings.

To design and deliver high-quality, engaging learning experiences that support DEC Global’s goal of enhancing clients’ capacity to use the knowledge produced by World Bank teams in policy and programme design and implementation, DEC Global is looking for a highly qualified learning professional.

Responsibilities

  • The Senior Learning Specialist, who reports to the Senior Manager of the DEC Global Institute (DECGI) Unit, is expected to develop, coordinate, and implement DEC Global’s learning programme to make sure that DEC Global-supported training activities reflect best practises in instructional design and the use of educational technologies, such as in-person delivery, instructor-led training (ILT), virtual instructor-led training (vILT), web-based training (WBT), and other learning methods. The Senior Learning Specialist will be in charge of overseeing all elements of the instructional design process, such as needs analysis, instructional strategies, content development, assessments, and evaluations, as well as making sure that high standards are consistently incorporated into all training methods and materials that are supported by DEC Global.
    • The following are only a few examples of duties:

Learning Strategy:

•Work with clients and partners to determine the overall strategic and tactical goals for the DEC Global training engagement as well as the specific goals for each of its component parts.

  • Develop a strategy based on predetermined learning objectives, learner requirements and characteristics, and learning environments for various training and learning interventions.
  • Contribute thought leadership on best practises for instructional design, including locating and utilising cutting-edge tools and techniques. Determine the ideal combination of learning strategies that the Institute should provide, the learning modalities that are most suitable for its target audiences, and the best way to create an engaging list of learning opportunities.

•Coordinate the creation of a thorough training portfolio in accordance with DEC Global’s overarching plan.

•Collaborate closely with internal and external counterparts to continuously identify training and learning needs and analyse results to develop new learning programmes or modify and improve the effectiveness of existing programs.

•Scout for and evaluate existing curricula implemented by World Bank teams for effectiveness and instructional soundness, evaluate goals and objectives, and plan the strategic approach for incorporating select offerings in DEC Global’s learning programme. Recognise client needs, then offer learning solutions that satisfy those needs.

•Advise measuring and evaluation techniques for educational activities. Analyse the success of training initiatives and continue to enhance them in light of user feedback and performance information.
•To select the most applicable application, investigate and assess cutting-edge learning concepts and methodologies. Keep abreast of the most recent developments in instructional design, and use them to enhance the effectiveness and calibre of our training initiatives.

•As needed, offer instructional systems design and learning knowledge in proposals and other writing projects. To scope new work for bids, develop level of effort estimates. Create unique technical strategies for proposals.
•Provide inputs to the DEC Global web page and develop strategic ways for integrating the learning programme at DEC Global with WB-based and external learning management systems.

Work with clients:

•For the purpose of ensuring that training programmes are in line with corporate objectives and client demands, develop strong relationships with stakeholders, including clients, partners, and WB staff.

•Collaborate with colleagues to develop, deliver, and track various training and learning events.
•Working closely with the DEC Global team, collaborate with subject matter experts to define the training requirements of the target audience. Then, analyse, design, and build efficient and interesting learning solutions, such as multimedia, e-learning, and blended learning techniques.

•Create and implement educational resources and training initiatives that are in line with business goals and target demographics. Make attractive course materials and engaging learning activities to improve retention and transfer.
•To gain outside expertise, best practises, and collaboration to further increase the subject matter contents of the training catalogue as well as its instructional technology basis, coordinate and build relationships with other stakeholders, institutions, and industry experts.

•Develop inventive and captivating information transfer programmes by creatively combining in-depth knowledge of adult learning theories, user-centric design, and commercial and organisational acumen.
•Offer junior trainers and instructional designers advice and support on adult learning principles and best practises in instructional design.

•Collaborate closely with the development, content, and graphics teams to create products that meet cost and quality goals and are delivered on schedule.
•Create and arrange instructional guides, multimedia visual aids, and other learning resources. Ensure the logistics of training are managed.

•Collaborate closely with team heading analytics work and course technical trainers to create and implement cutting-edge learning assessment and monitoring techniques.
•Coordinate efforts with the Senior Communications and Knowledge Management Specialist to publicise and target the appropriate audiences for DEC Global’s training offerings.

Selection Standards

  • At least a Master’s degree in educational technology, organisational learning, adult education, international development, international business, or a similar discipline.
  • At least eight years of experience working full-time in instructional design, ideally in a corporate, international development, or academic setting, covering topics related to global development and economics. Curriculum development, management, training needs assessment, and/or associated tasks should all be part of the experience.
  • The ability to create and lead cutting-edge adult learning programmes and impart this knowledge to the client and other members of the DEC Global team. • Knowledge of adult learning principles and instructional design best practises. a track record of designing and creating educational products that work across a variety of platforms and formats.
  • Knowledge of learning management systems, e-learning authoring tools, and multimedia production software, as well as experience organising and administering a training portfolio. interest in and practical expertise with utilising technology for training and learning within organisations.
  • Excellent project management abilities, including the capacity to oversee many projects concurrently and adhere to strict deadlines.
  • Demonstrated ability to work with interdisciplinary teams, including technical experts and other adult learning professionals. • Excellent interpersonal and communication skills, with the ability to develop relationships and collaborate with stakeholders at all levels.
  • An aptitude for creating long-lasting bonds with clients and coworkers; a natural connector who keeps job chances open for both themselves and others.
