The IRC provided educational programmes to nearly 800,000 children and teenagers in 20 countries in 2022. Additionally, it promotes children’s safety and equips them with the tools they need to be resilient, succeed now and in the future. There is a gleam of hope in education. The IRC ensures results for all girls and boys, regardless of age, by defining success as educational outcomes from early childhood to young adulthood. These outcomes include early learning and nurturing care, learning for children in primary school, learning for young people, and the complimentary safety in school result.
Position summary
The IRC is looking for a Technical Advisor (TA) who will be primarily responsible for the first educational outcome, early childhood development, which is strongly related to the Nurturing Care Framework and has significant connections to numerous other areas. In close collaboration and coordination with the country-facing Education TAs and other sector-specific TAs relevant to ECD (Child Protection, Nutrition, Primary Health, Mental Health, Economic Development, Women’s Protection, Governance, etc.), this role will have a global scope and provide direct technical support to countries identified as strategic priorities for ECD innovation, growth, and research. The ECD Technical Advisor will support country programme staff in designing programmes and projects that are in line with the IRC’s outcomes, evidence framework, theories of change, and core indicators; review the technical quality of proposals; contribute to proposal go/no go decisions; contribute to data analysis to inform course correction; and conduct technical evaluations to ensure high-quality programming to positively impact the lives of young children and families affected by conflict and cr The ECD TA will also give advice to TAs who work with countries in developing their technical competence to plan, carry out, evaluate, and constantly improve ECD programmes.
As the ECD Technical Advisor, you are in charge of ensuring that specific ECD projects in Bangladesh, East Africa, and MENA receive high quality technical help. This includes working with peers from other sectors to guarantee clients receive comprehensive support. In order to deliver high quality, high impact interventions that are informed by evidence and best practise, contextually appropriate, led by client and partner voices, and broadly inclusive, you will advocate for and work with key stakeholders.
Designing winning submissions for nation programmes and positioning IRC generally for ongoing success in our ECD technical fields are your two key responsibilities for programme design and business development.
Promote and support design collaboration with partners and clients. Provide advice on programme modalities and the development of strategic partnerships based on how we can best support, complement, and reinforce local systems. Support the technical lead for designated country programmes’ proposal through participation in and/or facilitation of programme design meetings.
- Reviewing the technical design quality, which includes ensuring that narratives, log-frames, and budgets are in line with IRC standards and outcomes; offering guidance and/or practical assistance on evaluations, including the application and contextualization of technical standards;
Support for Implementation: You will assist the staff of the country programme and other important stakeholders in putting technical interventions into action:
Technical coordinators are recruited and trained to assist country programmes and other stakeholders. Programme quality is evaluated and informed of improvements, and if needed, follow-up support is given to national programmes.
- Provide technical capacity strengthening through continuing mentorship, coaching, and trainings with national programme focal points • Work with colleagues in the country programme to monitor and analyse key indicators to support periodic review, programme adaption, and course correction if necessary
Knowledge & Learning:
You will encourage ongoing industry education and IRC technical leadership.
- Record programme learnings and share lessons learned and possibilities.
- Contribute to the delivery of education strategic priorities by sharing cross-contextual learnings with country programme staff throughout the region; • Update the sectoral evidence-base in collaboration with global and regional staff to influence approaches; • Work with other technical advisors in the region to promote integrated programming leadership; • Remain current with sectoral best practises through ongoing learning and development
Profile in the workplace
- A person with experience in developing and delivering ECD technical assistance and a keen aptitude for collaborating across a variety of cultural, socioeconomic, and political situations will succeed in this post.
- Bachelor’s degree in education or a closely related discipline is necessary, with a master’s degree recommended.
Work Background:
- Implementing and/or managing ECD education programmes for at least 5 years with practical programmatic experience in a service delivery organisation, NGO, or equivalent international agency is necessary.
- Prior experience and familiarity with post-crisis humanitarian and transitional situations, peer organisations, and associated funders are essential.
- Proven technical programme design, monitoring and evaluation, research methodology, and data analysis skills with the ability to translate ideas and strategies into quantifiable actions.
Excellent verbal and written communication abilities. Strong organisational and time-management skills; demonstrated capacity to set priorities and complete projects on schedule and on your own.
- Proven ability to work within a major, multinational organization’s dynamic, cross-functional global team structure.
- A proven capacity for collaboration across all levels with internal and external stakeholders.
- Skillful data analysis, data visualisation, and problem-solving abilities.
- Extensive knowledge of the Microsoft Office programme.
- The capacity to deal with change in a proactive and constructive way.
Excellent spoken and written English is a requirement. Strongly preferred: fluency in a second IRC language, such as Arabic, French, Spanish, etc.

- The Director of Early Childhood Development and Strategic Initiatives, who is based in the US, is responsible for this post. This job might occasionally manage interns or consultants. Regular interaction with other members of the education and technical unit staff, teams working on regional and national programmes, personnel in charge of awards and grants, and other internal stakeholders.
- The working environment is typical of an office. Up to 40% of the time may be spent on overseas travel for this position. Amman, Nairobi, or the US (New York) are all possible bases for this position. There might be additional IRC locations.
- For personnel working at the IRC headquarters in London or New York: Part-time remote workers may be expected to share workspaces in this capacity if they are working remotely full-time.
