SUMMARY OF JOB DUTIES

Under the general authority of the Assistant Director-General for Education and the direct supervision of the Head of UNESCO Office in Abidjan, the person occupying the position will provide technical advice to ensure the identification, design, implementation, reporting, evaluation and coordination of activities and projects carried out under the Education programme. The incumbent will be expected to oversee the education sector team in the office and bring strong experience and capacity in planning programs. He/she will also be responsible for ensuring UNESCO’s contribution to the United Nations Sustainable Development Cooperation Framework (CCDD) for Côte d’Ivoire in the field of education.

The National Administrator will have the following responsibilities, among others:

  • Assist the Head of Office in identifying, designing, implementing and reporting on education program activities, as well as global and regional sector strategies and priorities, in order to contribute to institutional capacity building and priorities national and local governments towards inclusive and equitable quality education and lifelong learning opportunities for all.
  • Contribute to providing technical and policy advice to relevant partners.
  • Lead UNESCO’s participation in the field of education within the current UN SDCC and in the planning and implementation of the next UN Sustainable Development Cooperation Framework.
  • Contribute to the development of UNESCO’s intervention and assistance strategies in the field of educational transformation and emerging and innovative educational themes, e.g. Education for Sustainable Development (ESD), ICT for education and education in emergencies, professionalization of higher education, building back better after the Covid pandemic and technical and vocational education and training.
  • Develop, in collaboration with other program managers, proposals for intersectoral projects aimed at consolidating and complementing activities in the field of education financed by the regular program budget, with emphasis on transformation, quality, teachers, ICT and gender and formulate the strategies and plans for mobilizing the resources and partnerships necessary for this purpose.
  • Contribute to the Office’s resource mobilization strategy and plan by playing an active role in the preparation of project proposals and strategy documents.
  • Prepare and submit quarterly/annual work plans and activity and project reports in accordance with internal reporting deadlines and approved project documents.
  • Be informed of education policy research activities (new emerging and global trends) and contribute to the development of relevant policy papers, technical notes, frameworks and documents related to quality education. quality and lifelong learning opportunities for all.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (master’s degree or equivalent) particularly in education or in any associated discipline.

Professional experience

  • At least four (4) years of relevant professional experience in the planning and management of programs and projects in the field of education;
  • Experience in managing networks and partnerships and working with government partners;
  • Demonstrated experience in gender equity and equality.

Know-how and skills

  • Strong analytical and strategic planning skills;
  • Good understanding of the Ivory Coast education system, its main challenges and possible solutions
  • Proven conceptual and analytical skills, including demonstrated ability to provide advice and technical support on education policy, strategic planning, and monitoring and evaluation;
  • High level technical writing skills in French and good level in English;
  • Proven ability to create and maintain effective partnerships inside and outside the Organization;
  • Ability to manage budgets, participate in monitoring and evaluation and report on implementation;
  • Ability to multi-task, set priorities and strictly adhere to deadlines, as well as work under pressure
  • Credibility, trust, tact and diplomacy in networking and partnership with a wide range of partners (including relevant ministries, United Nations system agencies, technical and financial partners and civil society;
  • Mastery of telecommunications tools and social networks;
  • Digital archiving capabilities

LANGUAGES

  • Excellent command of French (written, read and spoken) and good knowledge of English. 

DESIRED QUALIFICATIONS

Education

  • An advanced university degree in the field of Educational Planning would be an asset
  • Certification in project management would be an asset

Professional experience

  • Previous professional experience in the United Nations System would be an asset
  • Demonstrated professional experience in resource mobilization would be an asset

Know-how and skills

  • Good understanding of the Education 2030 Agenda and the Sustainable Development Goals
  • Knowledge of the work and functioning of the United Nations System, including key mechanisms such as the United Nations Sustainable Development Framework (UNSDCF)

SALARIES AND ALLOWANCES

UNESCO salaries consist of a basic salary and other benefits which may include, where applicable: 30 days of annual leave, allowances for dependents, health insurance, a pension scheme, etc. 

The annual starting salary for this position is approximately US$37,965.
