The Global Community Engagement and Resilience Fund (GCERF) is accepting applications for funding to be given to CSOs, either individually or collectively, to carry out programs that combat violent extremism.
In an effort to aid in the fight against violent extremism (PVE), the Global Community Engagement and Resilience Fund (GCERF) was launched in 2014. The GCERF is an international organization, based in Switzerland, that supports regional and local efforts to counteract the causes of violent extremism and build community resilience.
The money will be focused on the following areas in accordance with GCERF’s investment strategy for Kenya and in support of Kenya’s National Strategy to Counter Violent Extremism (NSCVE).
What
- To improve linkages and foster trust, facilitate community-security discussions in the target counties (see below). The maintenance of the social contract depends on trust between community members and state security actors, which is even more important in situations when there is a risk from violent extremist organizations (VEOs).
- They want to fund a project that will: Boost the leadership’s commitment and buy-in from community and state security actors to boost member trust;
- Use strategies that enable both sides to address issues and concerns voiced; Create and maintain safe spaces for communication between young people, police officers, and station commanders;
- result in discourse that leads to meaningful action or change.
Who
- The proposals submitted by applicants should aim to interact with the following groups of people: Community members, such as children, women’s organizations, elders, and leaders in politics and religion; State security actors, such as the County Commissioner’s Office and other National Government Administrators; the Kenya Police Service; the Kenya Defence Forces; and other pertinent security institutions.
- Applicants should demonstrate a knowledge of regional dynamics in their suggested strategy for community involvement.
- The proposals should show how involving individuals will also result in broader institutional or community benefit or change, i.e., how your proposed activities with direct program beneficiaries will also have a larger impact on indirect beneficiaries in the targeted geographic area, such as changes in behavior or perceptions.
Where
Garissa, Isiolo, Mandera, Tana River, and/or Wajir counties include urban, peri-urban, and rural areas.
Information on Funding and Duration
Over the course of the grant period, they plan to provide one grant of up to 500,000 USD.
Depending on recipient performance and funding availability, this sum might rise.
The duration of the proposed initiatives should be between two and three years (24 to 36 months).
Criteria
Grantee
- Organizations with headquarters in Garissa, Isiolo, Mandera, Tana River, or Wajir will receive preference.
- Organizations without direct prior experience working on issues pertinent to this program’s objectives in these counties are not required to apply.
Prerequisites
- Proper registration under the law.
- willingness, if you’re applying as part of a consortia, to accept and fulfill the role of a Principal Recipient.
Required Competencies
- Credibility and established linkages with the communities and population groupings found in the suggested geographic locations.
- Experience with project management and project design in the past and present.
- Prior knowledge and current ability to oversee and account for funds from foreign donors.
- For those wanting to form a consortium, prior expertise and present ability to work within a consortium and/or manage sub-recipients.
- Delivering community-level interventions that address local factors and boost resilience against violent extremism requires prior experience and present capabilities.
