The PMF Program, which has the Presidential seal, is the entry-level flagship leadership development program for candidates for advanced degrees. It was established by Executive Order more than 30 years ago, and over the years, various adjustments have been made to it. Although the Program seeks out and chooses the best applicants possible, it was actually created with a more specific goal in mind: building a cadre of future government leaders. During the early years of employment, it offers some sustenance and promotes the growth of leadership skills. The PMF Program fosters a lifelong commitment and a sense of civic duty, ultimately promoting and paving the way for a career in government.
Promotions
Fellows may be non-competitively promoted to the higher grade up to GS-13 if they achieve Agency performance standards at the subsequent level up on their career ladder.
Only after converting to the permanent post and accruing the necessary time-in-grade may PMFs in career ladder roles that reach GS-14 be promoted above the GS-13 level.
The Agency’s Merit Staffing Program must be followed for promotions for PMFs in jobs that do not exceed GS-13.
Training
- A vital requirement is training.
- Each year, formal interactive training must last at least 80 hours.
- PMFs are encouraged to take part in additional trainings that can be applied toward the 80 hours needed.
Rotations
- Rotations are a crucial component of the PMF experience and are crucial for the growth of versatile, all-around workers.
- Rotational assignments are utilized to give Fellows a more comprehensive understanding of the Federal government’s Executive branch.
- Rotations offer the chance to work in particular fields of employment, obtain managerial experience, or understand a program function from a different angle.
- The developmental assignment is a job outside of the fellow’s home office that lasts at least four months straight and is in a functional area connected to their desired role.
- Full-time positions with management or technical responsibilities in line with the fellows’ Individual Learning & Training Program (ILTP) are required for developmental assignments.
Eligibility
A qualifying advanced degree must have been earned within the two years prior to OPM’s PMF Program announcement. Students who are currently enrolled in a qualified educational institution and plan to finish their advanced degree by August 31 of the academic year in which the competition is held do not qualify.
Nomination of Fellows
- Depending on the needs of the Agency, the candidate’s education, and their specialized expertise as outlined in the OPM qualification standards for jobs at each grade level, fellows will be appointed at the GS-9 or GS-11 level.
- Can have a career ladder that goes all the way to GS-14 PMF posts, and they can be reclassified higher without having to compete.
