 JOB TITLE   Monitoring, Evaluation, and Learning Officer
SUPERVISOR TITLE MEL Manager
GRADE  
 MAIN PURPOSE OF JOB  ·       Ensure that data for Kavango East and Kavango West regions are captured accurately and maintained in the prescribed manner, in collaboration with MOHSS staff·       Collaborate with the Clinical and Nurse Mentors for the respective districts as well as HIS Officers and DSP Programme Officers·       Advocate for data usage for performance measurement of HIV services in·       Train and mentor administrative officers (data clerks), district M&E officers and other health workers in monitoring and evaluation of district HIV data·       Support M&E activities at all REACH II sites in Kavango East and Kavango West regions·       Ensure that accurate and clean data are submitted monthly and quarterly to the REACH II database·       Conduct site field visits for support, mentoring, validation and verification of all project data at the site and catchment level·       Work closely with project staff to organise and participate in monthly M&E meetings to provide data to direct programming and address identified data quality issues·       Support the MEL Manager with the implementation of data quality assurance (DQA) plans, reporting tools, data analysis and presentation frameworks and databases.·       Conduct training (including refresher trainings) to field staff on paper based (where applicable) and electronic data tools·       Spearhead regional Continuous Quality improvement/ Management (CQI/M) activities on regular basis and prepare progress reports for the District CQI Team and other field staff, as necessary·       Ensure that timely, accurate and clean data is submitted weekly, monthly, and quarterly·       Supervise Data Administrators and provide training and immediate support to Data Administrators and CCWs to help them execute their responsibilities

REQUIRED MINIMUM EDUCATION Bachelor’s degree in a relevant discipline, such as social science, public health, epidemiology, or biostatistics
REQUIRED MINIMUM EXPERIENCE ·       Four years’ monitoring and evaluation, data management and analysis experience in the health sector·       Experience with USAID and/or PEPFAR activities·       Experience in database management on at least one of the following: Excel, DATIM, DHIS 2, EPMS, STATA and/or web-based database ·       Experience working with DHIS2, ePMS, HCT, and other HIS databases 
 KNOWLEDGE AND SKILLS  ·       Fluency in written and spoken English·       Ability to work independently and in a team environment·       Good understanding of MoHSS M&E systems·       Good research and analytical skills·       Knowledge of M&E techniques, procedures, and protocols·       Excellent computer skills: Microsoft Office package, internet and e-mail use·       Capacity to train and mentor others·       Attention to details, results driven and ability to work under pressure·       Hold a valid Code B Driving license.
